The General Renovation includes mainly three buildings: the Chancery building, an eight story building with two below grade and six above grade floors at approximately 80 000 gross square feet; the Consulate building with three stories one below grade and two above grade floors at approximately 5 200 gross square feet. Both structures were built in 1962 and are considered a landmark and the renovation intends to fully respect the original architecture. Features of the renovation will be a new exterior glazed wall, a full modernization of all building systems, security improvements, life-safety improvements and the construction of two new exterior stairs. Energy efficiency and sustainable features will be a main aspect of the renovation. Selective renovations will be made to a third building, the Chancery Annex, a typical wooden structure with approximately 14 000 square feet. Site and landscaping work will be included in the project incorporating two new guardhouse structures of approximately 650 square feet. Demolition and removal of Hazardous Materials has been contracted separately and is presently underway. The Applicant must submit the entry in the register of craftsmen, the professional register or the register of the chamber of commerce and industry at his domicile or place of residence, and a certificate from the relevant professional association, if applicable and requested. At request of the Awarding Authority and before Award of Contract, the bidder must submit an extract from the central commercial register with regard to his reliability (Section 150a of the German Industrial Code (Gewerbeordnung)). The extract may not be older than three months. Foreign bidders must submit equivalent certificates from their country of origin.

Wirtschaftliche und finanzielle Leistungsfähigkeit:

The Applicant must provide evidence of his technical expertise, capabilities and reliability in accordance with the form “Contractor’s Qualification Application for General Renovation of the Embassy of the Federal Republic of Germany”. The form must be requested as a template by fax or e-mail from the address listed under Point Anhang A.III. The Applicant must provide Financial Statements that show, at a minimum, the company’s financial assets, liabilities and profits for the last three (3) years (2010, 2009, and 2008), or, in case of a new organization, a bank statement that shows cash flow. The Applicant must provide the completed Contractor’s Qualification Statement AIA A305. Technische und berufliche Fähigkeiten:

The Applicant must complete the form “Contractor’s Qualification Application for General Renovation of the Embassy of the Federal Republic of Germany” (see III.2.2).

The Applicant shall submit 3 copies, properly bound in 8.5 x 11 inch format, of the following required information and documentation to evidence relevant experience and meet the minimum requirements: The Applicant shall submit evidence of three (3) to six (6) projects that meet the following four (4) criteria:

(i) The Applicant shall have completed three (3) office building projects within the last 5 years with a construction cost of at least $40 M US dollars. One of these projects must have been completed in the United States of America. There must be a written confirmation from the owner affirming these criteria.

(ii) One important issue of the project is the installation of the latest energy efficient building equipment and appliances. The Applicant shall provide a brief explanation of at least one (1) project meeting these requirements.

(iii) Another important issue of the project is historical preservation work. The Applicant shall provide a brief explanation of at least one (1) project meeting this requirement.

(iv) As the project is an embassy building it is important to know, that parts of the scope of work will be delivered and carried out by separate contractors. They have to be integrated in the schedule of the general contractor. The Applicant shall describe at least (1) project where separate contractors have been integrated with their scope of work along with a project schedule from each example. Describe the scope of work of the separate contractors.

The Applicant shall submit valid current General Contractor’s license for Washington D.C.

The Applicant shall submit evidence of special experience with building equipment and appliances by means of up to three (3) reference projects, executed by the Applicant or potential Subcontractors, which show special experiences with: Complete new mechanical systems (equipment, distribution systems and terminal units) with central controls, Central plant including cooling tower and boilers, Cogeneration equipment, Radiant cooling and heating ceilings and Solar collectors. Notice: Before award of contract the Applicant and qualified subcontractors shall confirm their intent to contract by means of a formal obligation.
