Outsourcing of certification tasks to national aviation authorities (NAAs) and qualified entities (QEs)
In support of its certification and approval activities, EASA is looking to sign contracts with competent, experienced and qualified service providers who shall perform a certain portion of these activities on the agency's behalf.
The agency's needs in terms of qualified resources for the performance of certification and approval activities cover a large range of competencies — for the purposes of this procurement procedure the main fields where resources are sought are as follows:
— product certification (e.g. type certification, supplemental type certification, minor/major change and repairs, etc.),
— organisations approval and surveillance (e.g. MOA, POA, DOA, flight crew licensing organisations, third country operators, etc.),
— flight standards approval (operation suitability data (OSD) tasks, simulator qualification, etc.),
— ATM/ANS systems (in particular the oversight of air navigation service providers).
