The services that have to be provided are the support of the principal during each phase of the complete project.
Namely these are: planning phase (in particular the checking of the considerable design-documents), the construction- and equipping phase of the platform incl. all related technical assets, the transportation to the final destination in the North Sea, the errection at its destination, the bringing into service as well as acceptance procedures.
In the course of the project handling, in particular all technical requirements as well as requirements resulting from offshore rules and standards, standards and regulations from the operating companies, project-specific regulations and comprehensive body of legislation need to be considered.

— The contracting entity points out that it reserves the right to reduce the volume within each lot, — the application documents are to be sent in the form of 2 hard copies and 2 digital versions (standardized data format such as PDF or MS-office-format) to the contracting entity. Documents sent to the principal via e-mail in advance, will not be accepted but have to be sent to the contracting entity simultaneously as hard copy and digital (CD-ROM) version until due date (see IV.3.4).

The Contractor will have to fulfil the following services throughout the complete duration of the corresponding project, in particular:

— project management,

— leading the project team,

— handling the project, aiming the objectives,

— project controlling-, reporting,

— technical responsibility,

— meetings: participation during execution, pre- and postprocessing phases,

— SHE (safety, health, environment),

— compliance with relevant law, standards and other requirements,

— initiation of effective measures to ensure project success,

— coordination with other projects,

— knowledge transfer,

— project documentation.

The Contractor will also have to fulfil the following services throughout the complete duration of the corresponding project, in particular verifications/obligations:

— fulfilment of all asset related technical requirements,

— asset related preparation/execution of quality gate documentation,

— asset related (frequent) reporting,

— asset related clarification of all technical issues,

— asset related safety, health, environment (SHE) issues and questions,

— initiation of effective measures to ensure project success related the asset,

— interfaces,

— knowledge transfer within the project,

— adequate project documentation,

— document review,

— consultance and support during essential phases of each asset,

— subsystem acceptence.

— fire protection, -alarm, -suppression, -fighting,

— oily water collection,

— garbage handling,

— further environment protection systems,

— close circuit television (CCTV),

— lightning protection,

— further protective systems.

II. Supply systems:

— station power supply,

— emergency power supply,

— fuel supply,

— sea water cooling system,

— HVAC,

— water supply.

III. Lifting equipment:

IV. Cleaning Systems

Bezeichnung des Loses: Comprehensive Technical Coordination and Clarification
Kurze Beschreibung:

Tasks will be to coordinate and clarify all relevant technical issues and interfaces throughout the project.

The Contractor will have to fulfil the following services throughout the complete duration of the corresponding projects (lot 1 and lot 2), in the following phases:

I. Design verification:

— FEED verifications,

— subsystem design basis verifications,

— subsystem detailed design verifications,

— fabrication design verifications.

II. Fabrication.

III. Pre-commisioning verifications.

IV. Commisioning verification.

V. Acceptance procedures.

Bezeichnung des Loses: Quality Assurance (QA) and Testing
Kurze Beschreibung:

The contractor will have to fulfil the following services for the projects (lot 1 and lot 2), in particular:

— QA systems verification,

— technical test plan verification,

— witnessing equipment FAT`s (factory acceptance test),

— pre-commissioning witnessing verifications,

— commisioning witnessing and verifications.

Menge oder Umfang:

The scope of the above mentioned services which needs to be provided, shall cover all assets related to the platform.

The execution of the services project handling must be secured throughout the whole duration of the project.

Following documents have to be submitted together with the pre-qualification documents:

— valid certificate of registration,

— company organisation, in particular company locations,

— organigram (e.g. company-structure, project-structure),

— valid third party liability with a minimum amount covered of 5 000 000,00 EUR (5 million).

Wirtschaftliche und finanzielle Leistungsfähigkeit:

— Annual reports (at least balance sheet) of the last 3 years,

— self-declaration that no insolvency proceeding is current or pending.

Technische und berufliche Fähigkeiten:

Only companies with references of similar projects no older than 5 years will be accepted in this tender process.

This has to be proven via:

— substantive documents which prove that the company accomplished projects comparable to the ones requested in this tender.

An orientation on the different lots is conducive. The description of the according projects shall at least contain the following:

— name of the principal (incl. contact person for contingent inquiries),

— place of performance of the project,

— type/nature of the project,

— duration of the project,

— year of performance of the project,

— brief description of the services performed within the project,

— objective evidence that the company has an adequate number of employees (incl. sub-suppliers if necessary) to fulfil all services required,

— list (incl. CVs) of an adequate number of employees that are currently available to the company (contractor) who have worked on relevant projects in the past,

— the special expertise which is needed for the different assets listed in the lots 1-4 in appendix B of the potential employees has to be emphasized. This may be done explicitly in the CVs of the potential employee or in an extra list,

— the standards which were applied in the projects need to be specified additionally.

In the case of an application of a consortium, the principal will only accept a joint and several liability.

Additionally, a specific consortium manager has to be appointed.
