Chemical analysis of raw materials and euro banknotes and reporting on results (20489/BN/CMA/2011)
Since the introduction of the euro as a currency, the ECB has entrusted laboratories to analyse and monitor the presence and concentration of certain substances with a potential impact on health and safety in euro banknotes and their raw materials (paper, inks, foil and threads). Based on the above, the present procurement procedure concerns the chemical analyses of the presence and concentration of certain specified substances (about 345 in total) in paper-based matrixes (euro banknotes and banknote raw materials).
It is estimated that several samples will be provided to contracted laboratories to be analysed with regard to the presence and concentration of specified substances. The contracted entities will be required to perform analysis using in-house or specified methods. The results shall be reported in 2 ways:
a) the figures related to concentration and limit of detection (LOD); and
b) information on the analysing process, methods used, special observations, etc., both based on templates provided by the ECB.
As it is expected that the list of substances may not be potentially covered by a single laboratory, the ECB intends to enter into framework agreements with several entities. The analyses for each substance will be contracted to 2 laboratories for the purpose of cross-checking the analysis.
