In this context, ‘Floating foundations’ are foundation and substructure concepts where buoyancy is a main component required for structural stability after installation. In contrast, floating transport is allowed. The contract(s) will be only awarded to innovative foundation substructure concepts. These concepts must fit into one of the following design scopes: a) Provision of a four pile steel foundation(s) and steel jacket substructure based on the steel jacket basic design developed for the standard Innogy Nordsee 1 substructure foundation and provided by the contracting entity during the negotiated procedure. There must be innovative modifications or additions to the design (e.g. modifications to joints, pile connection points, transition piece, the addition of damping etc). b) Provision of a steel substructure, based on the aforementioned jacket design with the use of suction buckets as foundations. c) Provision of an innovative substructure (and foundation) concept. This includes but is not limited to: non-conventional quad piled substructures, tripiled substructures, gravity based foundations, non-conventional monopile substructures, the use of suction bucket foundations. A maximum of three separate EPCI contracts could be awarded to supply these ten foundations & substructures.

Innogy Nordsee 1 GmbH will evaluate the requests to participate on the basis of the following criteria: commercial, technical capability, organisational capability, HSE and quality management. After this, Innogy Nordsee 1 GmbH intends to select the 3 to 10 most qualified candidates in order to invite them to submit their tenders. Secondly, Innogy Nordsee 1 GmbH will evaluate the tenders and negotiate with at least 3 bidders.The bidders are not entitled to participation in the negotiations. Furthermore, the contract award is subject to the approval of the conclusion of the contract by the management of RWE Innogy GmbH. In the individual case, the conclusion of the contract may also be subject to the approval by other committees of RWE AG.
The contracting entity reserves the right to terminate the tender particularly:
a) in the event of receiving no technically and/or commercially viable offers;
b) in the event that BSH-certification is not granted to the concept in due time to allow for concepts installation to the project schedule; or
c) in the event that funding is not secured or, that funding is not secured in due time to allow for the project to run to schedule.
