On the occasion of completing 60 years of Indo-German diplomatic ties, a fifteen-month project series titled ‘Germany and India 2011-2012: Infinite Opportunities’ or The Year of Germany in India will be held in India starting September 2011 until until February 2013. The event series will cover the fields of politics, business, culture, education, science and research.
The project executing agencies involved in the Year of Germany are the German Foreign Office, the Goethe- Institut, the Asia-Pacific Committee of German Business (APA), and the German Federal Ministry for Education and Research (BMBF). On behalf of the project executing agencies, the contractee would like to award a contract for security and safety services at the venues of Mobile Space Metro Tour for The Germany Year in India from agencies across Europe and India.

The mandate includes particularly:a) Provide smart security and safety solutions for the Mobile Space Metro Tour venues taking care of the overall aspect of security and safety during construction, event time and deconstruction phases of the venues.b) The services have to be provided according to the tour plan at all 5 venues in India: Mumbai, Bangalore, Chennai, Delhi and Pune from 9.3.2012 until the end of February 2013.c) Provide services and arrangements for site security and asset protection; gate, queue and access control management; frisking of visitor with bag checks; crowd management and patrolling for Mobile Space Metro Tour venues of the project "Germany and India 2011–2012: Infinite Opportunities" in India.d) Plan the security equipment required at the venues and supply, install, maintain and operate as and when required at the venues.e) Crisis management in unforeseen situations and equipped to handle emergency situations and well versed in site evacuation. Deployment should be fully conversant with all aspects of security, fire-fighting, First aid, and any other social disorders created by the public.f) Liaison with the local authorities such as police, traffic police or any other government authorities in regard of the security and safety of the Mobile Space Metro Tour venues.g) Formulate a reporting mechanism for the venues of all accidents and injuries promptly to Client and to any government authorities as may be required by Applicable Law.The contract will commence from the 9.3.2012 and run until the completion of the project at the end of February 2013.

On behalf of the project executing agencies, the contractee would like to award a contract for security and safety services at the venues of Mobile Space Metro Tour for The Germany Year in India from agencies across Europe and India.

Menge oder Umfang:

a) The respondent/applicant may be a proprietary firm, Partnership firm, Limited Company, Corporate body legally constituted, empanelled/ registered with DGR who possess the required licenses, registrations (such as Private Security Agencies(Regulation) Act 2005) etc. as per law valid at least for 12 months from the date of the opening of tender.

b) The respondent/applicant shall have at least 3 years’ experience of providing Security services in open air events/ Exhibitions / Trade Fairs etc.

c) Having successfully completed works of similar magnitude and duration in last 3 years.

d) There should be no case pending with the police against the Proprietor/Firm/Partner or the Company (Agency).

e) The respondent/applicant shall have the following Registrations and details of the same be provided in the Technical Bid:

Auftragsausführung
Rechtsform der Gruppe von Wirtschaftsteilnehmern, an die der Auftrag vergeben werden soll:

1. A Memorandum of Understanding has to be provided in case the respondent/applicant comprises of Joint venture/Consortium/Partnership. The respective form is part of the documents provided by the contrcting authority.

2. Nomination of one of the members of the partnership, consortium or joint venture to be in charge and this authorization shall be covered in the power of attorney signed by the legally authorized signatories of all members of consortium/joint venture/partnership firm;

3. Details of the intended participation by each member shall be furnished with complete details of the proposed division of responsibilities and corporate relationships among the individual members.

4. The respondent/applicant shall submit full details of his ownership and control or, if the Bidder is a partnership, joint venture or consortium, full details of ownership and control of each member thereof.

5. Respondent/applicant or members of a partnership, joint venture or consortium shall submit a copy of PAN card No. under the Income Tax Act.

6. Each respondent/applicant (each member in the case of partnership firm/joint venture/consortium) or any associate is required to confirm and declare with his bid that no agent, middleman or any intermediary has been, or will be, engaged to provide any services, or any other item or work related to the award and performance of this contract. They will have to further confirm and declare that no agency commission or any payment which may be construed as an agency commission has been or will be paid and that the tender price will not include any such amount. If the __________________(name of the Department) subsequently finds to the contrary, the Department reserves the right to declare the Bidder as non-compliant and declare any contract if already awarded to the Bidder to be null and void.
