2 HVDC converters for electrical interconnector between Osterath area and Philippsburg area, Germany (Ultranet HVDC)

Amprion and TransnetBW are developing an electrical interconnector (HVDC) between the Osterath area and the Philippsburg area, Germany.
This notice concerns the detailed design, engineering, procurement, manufacture, installation, construction, testing, commissioning and maintenance of the converter substations (min. 2000MW, +/-380kV).
— Lot 1: HVDC Convertors (Osterath area),
— Lot 2: HVDC Convertors (Philippsburg area).
See annex B for further information. The scope of maintenance and any options will be described in the call for tender.
Applicants should further note that in order to be eligible for the award, they must complete an application for both Lot 1 and Lot 2. The award decision for both contracts will be taken as one joint decision between Amprion und TransnetBW.
The Amprion GmbH and the TransnetBW GmbH tender Lot 1 and Lot 2 jointly because both contracts are part of a common project. As this joint project requires in both contracts the application of an equal technology, only offers of bidders will be evaluated who tender the complete performance of Lot 1 as well as the complete performance of Lot 2.
Contracting entity of Lot 1 will exclusively be Amprion. Contracting entity of Lot 2 will exclusively be TransnetBW. The contracts will mostly hold the same content for both entities, yet particular terms and conditions of the respective contracts may vary.
The final contracting entity may be:
(i) Amprion GmbH and TransnetBW GmbH or
(ii) any of the companies belonging to the Amprion group or TransnetBW group or
(iii) new companies that will be set up by one of the companies of the Amprion Group and one of the companies of the TransnetBW group, as notified to the applicants.

In order to participate in the Call for Competition, the applicant must complete the respective document package. This can be requested by e-mail from the contact point mentioned in section I.1) before the closing date as detailed in IV.3.3). The applicant must fully complete and submit the Call for Competition document package by the closing date with the most recent available data together with the requested documents. The main tender and contract documents including annexes have to be in German language. Detailed technical specifications (e.g. drawings) may be in English. The completed Call for Competition document package including any attachments needs to be saved on a CDROM or a USB-Key and 2 printed paper versions enclosed in the candidature file and sent via mail to the contact address mentioned in section I.1). Please make sure you enclose an editable version and a “pdf”-version (signed) on the CDROM / USB-Key. The Prequalification Questionnaire (Part 4 of the Call for Competition document package) is divided into general questions on the level of the company and specific questions regarding the HVDC converters in scope. In case of a joint venture / consortium, each of the partners separately has to submit the documents mentioned above including details of how they will operate as a joint venture. Amprion & TransnetBW reserve the right to demand at any time from the applicant the written evidence and all the justificatory, official documents related to the legal position as specified above. The awarding authorities carried out a market survey, so called „review“, to investigate the scope of the technically feasible for the development and construction of the tendered converters. All necessary informations arising from this review will be laid down in the annex – documents of the invitation to tender, in particular in the technical specifications.
