Unexploded Ordnance (UXO) Survey on HelWin2 Cable Route including optional UXO Clearance

TenneT Offshore GmbH is responsible in the Connecting of the electrical substation of the offshore wind farms in the HelWin2 cluster. In order to connect the wind farms with the onshore AC grid TenneT requires sea bed survey services for the potential clearance of unexploded Ordnance. The wind farm area is located 33KM north west of Helgoland. The landfall of the cable route is located near Büsum, Germany.
The scope of works consists of the following Lots:
Lot 1: The suspicion of the presence of unexploded ordnance (UXO) is to be examined and documented by a technical survey exploration on the cable route and 16 anchor locations.
The evaluation of the survey exploration will be executed by a third party. Based on the report a possible unknown number of UXO may need to be cleared.
The anomaly plots will be handled by a third party and is not part of this scope of works.
Lot 2: If based on the evaluation of the third party no UXO risk is evaluated from the survey, then this scope of works will not be executed.
If in the case UXO risk is evaluated than based on the results of the third party evaluation the selected supplier from the tender shall start a UXO clearance operation in order to remove the x-number of selected objects.
Lot 3: Additional Survey.
Based upon the quotations of LOT 1 an additional survey of 1.6 million square meters can be ordered.

Information and formalities necessary for evaluating if the requirements are met: Evidence must be provided by submitting the required documents for evaluation. Incomplete submittal of requested documents is subject to exclusion of qualification. In order to qualify the following is requested:

— Current certificate of registration from the Chamber of Commerce. The date stamp on the certificate should not be older than three months,

— Corporate Organizational Chart; as well as the Organizational Chart of the entity that would carry out the works,

— Organizational evidence that the number of employees is larger than 50 including the potential employees that could be assigned to this tender,

— Existing public liability insurance in the amount with a minimum coverage 10 000 000,00 EUR by confirmation / certificate of insurance.

Technische und berufliche Fähigkeiten:

Information and formalities necessary for evaluating if the “minimal” requirements are met:

1. Contractor shall demonstrate/prove at least 5 years of comparable projects within the following competency (at least proof of two projects shall to be submitted)

For this purpose the Tendering Authority would like to have a short description of several similar or comparable projects. The following information should be included in the short summary,

- Name of the client (including contact person in case of queries),

- Place of execution of the project,

- Total cost of construction of the project,

- Duration of the Contract,

- Year of execution of the Contract,

- Description of the main tasks that have been performed by your entity,

2. The Contractor will ensure that the proposed staff has the ability to work in a multilingual and multicultural environment. The allocated staff shall have a good command of written and spoken German and English, (European language level C1 on written and spoken), which will be the two predominant languages of the project.

3. Statement of the company's ability to plan and manage the works and if applicable for design and detailed engineering for the specified restrictions as mentioned above. (i.e. Contractor must be able to meet the planning execution)

4. A statement of the vessels, the tools, plant or technical equipment available to the company for carrying out the scope of works. The minimal requirements for the vessel and equipment are the following:

- Survey works containing vessel based digital recording system, DGPS, MBES,SBE, SSS, multiple magnetometers/gradiometer and/ or similar Vessel - ROV based survey works.

- Survey endurance up to 2,5 meter significant wave height and 12 meters per second within operational endurance for 24/7 and 30 days

- Data processing by means of initial validation of anomalies/objects for, data set delivery to third party acceptable processing capability on the basis of GEO –Tiff and/or Geosoft Oasis Montaj or similar software suits.

5. Statement of the company's (including major sub-contractor's) health and safety management system and organization including principles for implementation of health and safety management. Further, the company shall state its records of incidents/accidents (including Lost Time Incident, Lost Time Incident Frequency) for the company as a whole within the last 5 years.

6. Statement of the company's (including major sub-contractor's) environmental management system and organization including principles for implementation of environmental management. Further, the company shall state its records on environmental incidents/accidents within the last 5 years.

7. Statement of the company's quality management system according to ISO 9001 or similar. The same applies for major sub-contractors.
