Design, certify, supply, installation, commission and test (full EPCI) of 54 WTGs (rotor-nacelle-tower-assembly) with a nominal power from 5.0 MW up to 6.15 MW, rotor diameter 126 m up to 154 m, 54 x Towers (Tower starting from interface level with transition piece) 54 x Medium voltage switchgears, 54 x Platform Cranes, 1 x SCADA System incl. Park Controller.
EPCI to include: design of the foundation and substructure for the WTG. The design shall include the certifiable basic and detail design of both the monopile and the transition piece and the electrical design connected to the monopile and transition piece (assumption of design liability not mandatory); supply of WTG's ex-works; provision and operation of a base-port; transportation of all turbines and associated equipment from manufacturing locations to base-port location; logistics (vessels) for installation, commissioning first maintenance and taking over; commissioning works; all weather risk included; technical availability guarantee (year 1-5).
Service and Maintenance Agreement to include: all required scheduled and unscheduled maintenance as well as repair activities; all required logistics (crew transfer vessels, helicopter, jack-up barge, service offshore vessel, onshore logistics etc.); all required personnel (technicians, site management, turbine monitoring etc.); all required equipment, components and all spare parts; technical availability guarantee (after year 5).
Term: 10 years after last section taking over (plus two additional extension options with a term of 5 years each).

If the candidate has not received a reply within 1 day of having sent this request, the candidate shall point this out to the contracting entity by fax to the following number:+49 402094932198. Those who raise interest to participate will then receive the Prequalification Questionnaire and the Prequalification Evaluation Matrix documents per E-Mail and a registration template for the eSourcing internet platform of the contracting entity. The participant will be provided with log-in data via E-Mail within 3 working days after submittal of the filled in registration template. This is a voluntary contract notice. Nordsee One GmbH has decided to perform a formal procurement procedure solely in order to create a maximum degree of transparency and competition. Nordsee One GmbH is not a contracting entity pursuant to Art. 2 of the Directive 2004/17/EC and to § 98 German Act against Restraints of Competition (GWB). Therefore, Nordsee One GmbH is not bound to the Directive 2004/17/EC, the German Act against Restraints of Competition and/or the German Sector Regulation (Sektorenverordnung). These regulations solely serve as guideline for this procurement procedure. Furthermore, the candidates/ bidders do not enjoy legal protection under the Directive 89/665/EEC and/or the German Act against Restraints of Competition. This negotiated procedure is divided in two parts: First, Nordsee One GmbH will examine formally the requests and check if the nondisclosure agreement as an annex of the request is not lacking, not amended and duly signed. Nordsee One GmbH will evaluate the requests to participate on the basis of the following criteria: commercial, technical capability, organizational capability, HSE and Quality and Service and Maintenance. After this, Nordsee One GmbH intends to select at least the three most qualified candidates in order to invite them to submit their tenders. Secondly, Nordsee One GmbH will evaluate the tenders and negotiate with at least three bidders. The bidders are not entitled to participation in the negotiations. Furthermore, the contract award is subject to the approval of the conclusion of the contract by the management of Nordsee One GmbH. In the individual case, the conclusion of the contract may also be subject to the approval by other committees of RWE Innogy GmbH, RWE AG and/ or other external partners of N1 project.

Please note that the collaterals/securities provided by the contracting entity will have a significant effect on the award decision. In order to meet the required level of security we highly recommend to consider the formation of a consortium between the actual supplier and e. g. its ultimate parent company so the parent company would be entitled to enter into the supply contract as well if awarded. This would help to overcome the preventing effect of the possibly restricted usability of intergroup guarantees which are very common to compensate the credit risk associated with the contracting entity.

Rechtsform der Gruppe von Wirtschaftsteilnehmern, an die der Auftrag vergeben werden soll: Bidding consortia have to be jointly and severally liable.
Sonstige besondere Bedingungen:

Please note that the Contracting Entity has already signed a supply contract as well as a service contract for 54 wind turbines which are subject to certain conditions precedent. In consequence, it cannot be excluded that for a transitional period of time two supply contracts and two service contracts for the N1 wind turbines will be in place subject to certain conditions precedent, however, the Contracting Entity will finally only award one supply and one service contract. In case the exiting supplier participates this new tender the Contracting Entity will ensure equal conditions for all bidders and compensate possible advantages of the existing supplier in order to create equal competition conditions. However, the Contracting Entity reserves the right not to award any contract at all.
