HUMRA — Animated Series Production

As part of the HUMRA Project, the Goethe-Institute in Moscow would like to award a contract for the production of an animated series that will explore the topic of human rights in the context of reconciliation, conflict resolution and inter-cultural dialogue by means of animation.
The animated series will be used as an important element in trainings/seminars/discussion clubs on the topic of Human Rights. In addition, it will be shown as a standalone product in educational institutions, within cultural events, on television and the Internet.
Therefore, when producing the animated series, the animation studio must work closely with human rights experts from the target regions and the training program development team.
The intention is to produce within the time specified the animated series consisting of 12 episodes of 4 minutes each in 2D animation, in color, with stereo sound, in Russian and Ukrainian, with subtitles in the following languages: Georgian, Belorussian, German, English, with a total duration of no less than 48 minutes, and a teaser of no less than 30 seconds.
Age restrictions on the animated series content: 16 +
Project Implementation Regions: Russian Federation (Central, North-western, Southern and North Caucasian Federal Districts), Belarus, Germany, Georgia, Ukraine.
Preliminary negotiations on production preparations (script writing, production planning and scheduling of work), interaction and agreeing upon the production and post-production shall be held in Moscow at least twice a month (more often at the production stage).
Deadlines:
The contract shall commence on 11.10.2014 and shall end on 1.9.2016. The production process shall start from the time of entry into the contract.
The teaser shall be completed no later than on 14.11.2014.
The first episode shall be completed no later than on 30.1.2015.
The finished animated series shall be completed no later than on 1.9.2016.
The timetable for completing the individual animatics and finished episodes shall be agreed upon with the contractor separately in writing.
