Title: "Multi Mission Planning System-Test- and Operations-Support"
Duration: 01.01.21015 until 31.12.2017
General requirements
A basic Mission Planning System-Test and Operations Support Service function shall be provided with the capability to take over Mission Planning System test and maintenance tasks.
This service has to be conducted during working hours incl. on-call support, 24 hours per day, 7 days per week with 1 hour response time.
The work to be performed includes:
a. Support in the preparation, test and validation of the mission specific Mission Planning System;
b. Planning operations support for satellite missions during the Launch and Early Orbit-Phase (LEOP) and Commissioning Phase;
c. Routine planning operations of satellite missions.
The related tasks, comprising
a. Support during the development and test of operational procedures;
b. Performance of operations simulation and test;
c. Training of operations personnel;
d. Monitoring of the MPS on a daily basis (working days) as required;
e. Comprehensive reporting of operations taks
shall be performed at the German Space Operation Center (GSOC) of the German Aerospace Center (DLR) at Oberpfaffenhofen, Germany, utilizing systems and facilities provided by DLR. MPS system information and general MPS operation procedures will also be provided by GSOC.
For GSOC wide emergencies a Back-Up Control Center (BU-CC) is currently under construction at Weilheim ground station. When finished, the training in this center will be performed quarterly at the Station in Weilheim (Lichtenau) for those projects requiring it.
For any new MPS monitoring and control activity a plan will be jointly developed with the Contractor to identify any mission-specific issues associated with the support. The operations staff shall have experience in spacecraft operations and knowledge in:
— Spacecraft systems;
— Operation of workstations, PCs, printers, networks (incl. internet and web-applications).
A high degree of flexibility is required to minimize the amount of operations personnel, necessary to support the actual tests and operations. It is assumed that operations personnel will be cross-trained in all disciplines to assure flexibility and back-up capability. Additionally, all operations stuff have to compliant to the SatDaSiG (Satelliten-Daten-Sicherheits-Gesetz; issued by 1-Dec-2007).
