Provision of consultancy works and services on the health and safety risk assessment of euro banknotes (24231/BN/CMA/2012)

More than 350 000 000 people are currently using euro banknotes, including those who participate in their production. At present, over 40 companies are involved in the manufacture of euro banknotes. The banknotes are composed of different raw materials, which could have, individually and/or in combination with others, an impact on the health of both the producers and users. As such, it is necessary to analyse and evaluate the general impact of the use and manufacture of the euro banknotes from a health and safety perspective.
The ECB bears a public responsibility/role in the development, the production and the issuance of the euro banknotes, and is thus interested in getting a clear stance on possible influences of the production and use of the euro banknotes in order to assess their total health and safety impact.
Since the introduction of the euro as a currency, the ECB has contracted laboratories to analyse and monitor the presence and concentration of certain substances with a potential impact on health and safety in euro banknotes and raw materials (paper, inks, foil and threads).
The ECB is launching an open tender procedure to identify suitable companies (hereinafter 'the tenderers') that could supplement these laboratory analyses by providing general consultancy and support in any further health and safety related issue concerning euro banknotes. This consultancy contract is expected to enter into force on June 2014 and will remain in force for 48 consecutive months. The ECB, however, explicitly reserves the right to unilaterally terminate the contract under the conditions included in the draft contract which can be downloaded following the instructions in Sections I.1 and VI.3.
The following consultancy works and services have to be carried out by the successful tenderer:
1. monitoring the legislation and classification process of the European Union regarding classification of substances;
2. provision of recommendations on analytical methods for chemical analysis in euro banknotes;
3. communication with laboratories on technical subject matters on behalf of the ECB;
4. provision of general advice on health and safety issues related to euro banknotes; and
5. provision of advice during tender procedures; and
6. evaluation and summarising of laboratory analysis results.
