This call for tender is a common procurement by Austro Control Österreichische Gesellschaft für Zivilluftfahrt mit beschränkter Haftung (ACG), DFS Deutsche Flugsicherung GmbH (DFS) and Luchtverkeersleiding Nederland (LVNL).
Scope of delivery and services are 23 Doppler VHF (Very-High-Frequency) Omnidirectional Range (DVOR) and an option for further 2.
The DVOR is a radio navigation aid recommended by the ICAO and introduced internationally for short and medium range aircraft guidance.

Installation and after sales support will also be part of the scope of services.

— ACG: 6 DVOR and an option for 2 DVOR;
— DFS: 14 DVOR;
— LVNL: 3 DVOR.
Delivery period: 2016 until 2020.

Kurze Beschreibung:

Scope of delivery and services are 23 Doppler VHF (Very-High-Frequency) Omnidirectional Range (DVOR) and an option for further 2.

Rechtliche, wirtschaftliche, finanzielle und technische Informationen
Bedingungen für die Teilnahme
Befähigung zur Berufsausübung:

1. Presentation of a certificate of registration which at the application deadline (see IV.3.4)) must not be older than six months. If the applicant is not registered an equivalent proof (not older than 6 months) that the company exists is required.

2. Presentation of a proof (e.g. extract of the register of crafts and trades) from his home country that the bidder is eligible to perform the services requested in this call for tender.

3. Certificate according to § 94 Z 16 of the Austrian Gewerbeordnung (GewO) that the bidder is allowed in Austria to perform Electrical Engineering (Elektrotechnik) and Communications Engineering (Nachrichtentechnik).

4. Presentation of the criminal records or police clearance certificates from the bidders home country for all members of the Board of Management which at the application deadline (see IV.3.4)) must not be older than 6 months.

5. Appropriate proof that the bidder has fulfilled all his tax and social security obligations (e.g. statement of account or debit note from the tax and social security authorities).

6. Written declaration of the bidder that the in § 6 EG, paragraph 4 VOL/A-mentioned grounds for exclusion do not apply and that the reasons for exclusion from the tender procedure of § 6 EG, paragraph 6 VOL/A do not exist.

7. Written declaration of the candidate, if and for which significant part of deliverables and/or services the candidate intends to utilize subcontractors. 1. If the bidder intends to prove the minimum required technical capacity, efficiency and expertise (see section III.2.3)) or parts of it by other companies (subcontractors or a company of the own cooperate group), it is mandatory that besides these proofs also a written and signed declaration of commitment from these companies will be presented that the necessary resources in the fulfilment of the contract will be available in case of contract award.

For each subcontractor the form ‘Declaration by Subcontractor Availability Proof’ has to be filled and signed by the subcontractor.

For companies of the own cooperate group the form ‘Declaration by Parent / Company Availability Proof’ has to be filled and signed by the parent company.

8. For bidders who have to proof their financial capability by the parent company of their cooperate group the form ‘Letter of Comfort’ has to be filled and signed by the parent company.

Wirtschaftliche und finanzielle Leistungsfähigkeit:

1. Creditworthiness statement by the principal bank or a credit ranking of a generally accepted rating company (E.g. Austrian KSV or German Creditreform).

2. Product liability insurance police for personal injuries, property and pecuniary damages of at least 1 000 000 EUR or a corresponding preliminary promissory note of an insurance company.

3. Company presentation in terms of organization, expertise and capability stating the ownership structure of the company.

4. Total turnover and VOR/DVOR turnover for the years 2012-2014.

5.. Total number of employees and number of employees working in the VOR/DVOR department for the years 2012-2014.

Notes on 4. and 5:

— The requirements to provide information for the years 2012-2014 is no minimum requirement for the years of business activities. Companies who are in business for a shorter period (Newcomer) provide only the information in relation to the duration of their business.

Mindeststandards:

1. Creditworthiness statement by the principal bank of at least 500 000 EUR or a credit ranking of a generally accepted rating company which indicates a very low risk.

2. The average total turnover per year for the years 2012 until 2014 of the bidder has to be at least 5 000 000 EUR. For Newcomers the average of 5 000 000 EUR per year has to be in relation to the duration oft their business.

Technische und berufliche Fähigkeiten:

Profiles of key employees especially the quality manager, the project manager and the head of technical department responsible for DVOR.

Description of the technical department dealing with DVOR systems especially technical equipment, quality management and research and development.

Mindeststandards:

1. 3 commissioning engineers for DVOR systems.

2. 1 commissioning engineer for DVOR systems with at least 5 references within the last 3 years of successful commissionings of DVOR systems and an education in Electrical Engineering (Elektrotechnik) and Communications Engineering (Nachrichtentechnik). The form Commissioning Engineer has to be filled to proof this.

3. 5 References for the delivery and installation of DVOR systems within the last 3 years stating the reference customer with a short description of the delivered system, point of contact and execution time. Each reference has to be acknowledged by the customer. The form ‘Reference’ has to be filled to proof this.

4. ISO certification (ISO 9000) or comparable.
