Proof of reliability by provision of a signed self-declaration according to § 6 sec. 5 VOL-A — when forming a consortium, of all consortium partners.

A signed declaration of commitment has to be provided stating the lead partner and affirming that all partners of the consortium will work together in a working group. Further, provision of a declaration in which the lead partner of the consortium is identified and which clarifies the power of representation within the working group according to the general terms and conditions of GFA Consulting Group GmbH as general agent of the Federal Ministry for Food and Agriculture for global technical cooperation of the Federal Government in the field of agriculture and nutrition and in the field international sustainable forest management in its current version of 01.01.2008 (see annex 4_V4, Art. 7, sec 1 and 2).

Wirtschaftliche und finanzielle Leistungsfähigkeit:

References proofing the financial stability through provision of audited and certified annual financial statements or comparable documents — when forming a consortium, of all consortium partners — for the last 3 completed fiscal years; if the company has existed less than 3 years, provision of documents for the time the company has been in existence.

Technische und berufliche Fähigkeiten:

The consultant executing the study must meet certain eligibility criteria. If a consortium is formed, only 1 member of a consortium must fulfil the conditions for participation mentioned in this section unless specified otherwise (see below).

Bidders or bidding consortia must proof their aptitude. Their eligibility will be assessed against the following criteria:

— project references with regard to their technical expertise (not older than 8 years);

— experience in carrying out feasibility studies in the field of international development cooperation;

— experience with the development/ implementation of projects in the field of agroforestry, preferably with small farmers, and in connection with food security, adaptation to climate change and marketing of goods;

— experience with capacity development of private and public extension service providers in the field of agroforestry, agriculture and forestry;

— experience with the development of business models;

— knowledge of the region South/East Africa, preferably Zambia.
