Mauritania has ratified the main African agreements on human rights, along with the United Nations' 9 core human rights treaties. The country is also making considerable efforts to embed these international commitments in its national legislation, strategies and policies. Mauritanian-German cooperation is supporting the endeavours of state and civil society actors to realise these enshrined rights. To this end, the project ‘Promotion of human rights and human rights dialogue’ (overall term: 01/2015-04/2019) uses human rights education to promote tolerance and social cohesion; it works to empower key institutions to protect human rights more effectively and strengthens public dialogue on human rights. The consultancy intervenes in the field of human rights education. Here, the project intends to make the Mauritanian population, especially women and young people of the project's intervention region (Assaba and Gorgol), aware of domestic violence in particular and of human rights in general. It will be the task of the consultancy to elaborate with local NGOs a participative, interactive and low-cost awareness-raising method including the corresponding awareness-raising instruments and materials (e.g. information sheets, posters, etc.), which can be easily duplicated. The consultants will guide local NGOs throughout the implementation of the awareness-raising method. It is envisioned to work closely with the Ministry of Social Affairs, Children and Family (MASEF) with the aim that the Ministry takes up the approach in their own national strategies and action plans. The consultancy will equally be responsible for the monitoring and the evaluation of the awareness-raising activities. The project is part of a special initiative designed to stabilise and promote development in North Africa and the Middle East run by Germany's Federal Ministry for Economic Cooperation and Development (BMZ).

According to Article 160, Section 3 of the German Act Against Restraint of Competition, application for re-examination is not permissible insofar as:

1. The applicant has identified the claimed infringement of the contract award regulations before submitting the application for re-examination and has not submitted a complaint to the commissioning party within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;

2. Complaints of infringements of contract award regulations that are evident in the notice are not submitted to the commissioning party at the latest by the expiry of the deadline for the application specified in the notice or by the deadline for the submission of bids;
