The Firm of Consultants is responsible for supporting the project team in the implementation of parts of the Project ‘Capacity Development in the Transport Sector’ in Liberia for the period of 11/2016 to 6/2018 (20 Month). The assignment for the Firm of Consultants focuses on strengthening the role of the private sector, job placement services and TVET in the context of the Output C of the Project: ‘Conditions for filling jobs in road maintenance with Liberian workers are improved’.

Thereby the Firm of Consultants will support the achievement of the indicator: ‘300 persons up to the age of 35 (15 % of them women) have completed short-term (up to 6 months) and medium-term (6 to 12 months) vocational training courses relating to road construction; baseline value: 0 participants; target value: 300 participants.’.

Beschreibung der Verlängerungen:

According to §14(4)9 VgV the contract may be renewed as part of a negotiated procedure without competition for another 2 years for the same service and quantity structure.

The conditions for a follow-on contract are: Satisfactory previous Performance; Continuity of the concept and key personnel (at least the long-term expert must be preserved); our Price Variation must be accepted from contractor.

According to Article 160, Section 3 of the German Act Against Restraint of Competition, application for re-examination is not permissible insofar as:

1. The applicant has identified the claimed infringement of the contract award regulations before submitting the application for re-examination and has not submitted a complaint to the commissioning party within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,

2. Complaints of infringements of contract award regulations that are evident in the notice are not submitted to the commissioning party at the latest by the expiry of the deadline for the application specified in the notice or by the deadline for the submission of bids,

3. Complaints of infringements of contract award regulations that 1st become evident in the tender documents are not Submitted to the commissioning party at the latest by the expiry of the deadline for application or for the submission of bids,

4. More than 15 calendar days have elapsed after receipt of the notification from the commissioning party that it is unwilling to redress the complaint.

Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
