In the energy efficiency field, SAGEN supports the implementation of the Municipal Energy Efficiency Demand Side Management Programme (MEEDSM), a National Treasury grant scheme run by the Department of Energy (DoE) that promotes energy efficiency retrofit interventions in municipalities. SAGEN supported the implementation of MEEDSM by introducing a new Monitoring and Evaluation tool, thus improving the structure and implementation processes and thereby enhancing the impacts of the MEEDSM programme. Due to this fact the DoE requires further support to overcome these challenges, and it is envisaged to identify a pool of qualified service providers, here referred to as ESCos, which will be supported through an incubation and capacity building programme in order to assist in the implementation of EEDSM projects in South Africa.

It should be noted that 2 aspects during the MEEDSM implementation need particular attention, namely the MEEDSM processes and MEEDSM eligible technologies.

The tasks defined under the 2 outputs outline the main tasks to be delivered as planned today. It is understood that these will be further specified and agreed upon individually during implementation. To this end the Firm of Consultants will submit individual descriptions of the 2 outputs specifying the scope of work of each tasks and the necessary input in terms of expert-days. These individual descriptions for the 2 outputs and related tasks will need to be approved by GIZ before implementation of each task.

The main areas of support under this assignment will be:

— Support to the (further) development of the ESCo register (e.g. ESCo data bank) for the time being at the South African National Energy Development Institute (SANEDI) in Johannesburg;

— Support to the ESCo market development (beyond the initial focus on MEEDSM) implementing EEDSM measures in South Africa;

— Support at least 5 ESCos to identify, plan, develop and/or implement EEDSM projects at municipality level;

— Capacity building for municipal representatives and EEDSM ESCos that offer services in this area and to tap potential synergy with planned and ongoing energy efficiency interventions from the MEEDSM Programme and other EEDSM interventions;

— Further training of ESCos on EEDSM business case developments.

According to Article 160, Section 3 of the German Act Against Restraint of Competition, application for re-examination is not permissible insofar as:
