The German Federal Ministry for Economic Cooperation and Development (BMZ) has commissioned GIZ to implement the overall project. The Caribbean countries are heavily dependent on fossil fuels for energy production. At the same time, regional and national players in the area of Renewable and Energy Efficiency are still not in the position to comply with the political, organizational and technical demands of a growing market. The final target group for the REETA interventions are the people of the Caribbean as it is intended to reduce their energy cost and dependency on fossil fuels, which leads to improved living conditions. Within this assignment, the GIZ needs support by a Firm of Consultants, which is able to provide regional and international short-term experts for different sectors to support the CARICOM Energy Unit as well as Caribbean Development Bank and other national development and commercial banks or financial institutions.

GIZ needs support by a Firm of Consultants, which is able to provide regional and international short-term experts for different sectors to support the CARICOM Energy Unit as well as CDB and other national development and commercial banks or financial institutions. The provided consulting service will be demand orientated, depending on the support the GIZ's project partner's need. Through the short term missions, the experts should contribute to an institutional and personal development of the target group. The main task for the pools of short term experts will be the development of renewable energy and energy efficiency projects and strategies in the CARICOM member countries. In some sectors are very good qualified and experienced regional experts available, while other sectors are weaker on this. The pools of short term experts should comprise regional and international experts. Based on request missions of international experts should include participation from the region. This partnering exercise will create regional knowledge and expertise and will allow a sustainable and practice-orientated knowledge transfer to strengthening regional owner ship.

The applicant has identified the claimed infringement of the contract award regulations before submitting the application for re-examination and has not submitted a complaint to the commissioning party within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;
