In recent years, Bangladesh has recorded substantial economic growth averaging 6 %. If climate science

forecasts prove correct, however, its development progress could be reversed in the medium term: If global

warming continues, the sea level in the Bay of Bengal is expected to rise by about 30 cm to 45 cm by 2050,

resulting in a loss of more than a tenth of the national land surface and an internal migration of up to 30 000 000

people. So far, however, the central government has not in fact drawn up a strategy for dealing with climate

change. Neither has it undertaken a strategic allocation of limited investment capital to particularly vulnerable

districts, nor do national actors assess whether new infrastructure investments are climate-resilient. The few

current local measures for adaptation to climate change are sporadic and carried out by the central government

without involving local authorities or target groups. As a consequence, public infrastructure investments are not

systematically planned for climate resilience (core problem).

The module objective of the project therefore is: The application of improved instruments, methods and

knowledge products strengthen the climate-resilient and participatory planning of investment projects in

Bangladesh.

The Planning Commission (PC) will be assisted in planning investment projects for climate resilience and

linking national and local spatial and development planning more closely. The overall objective here is to make

particularly vulnerable population groups, infrastructure and economic sectors in Bangladesh more adaptable to

the risks of climate change. Field of activity 1 will support selected local government institutes (LGI) in planning

and expanding their infrastructure to adapt to climate change. Field of activity 2 aims to improve coordination

between horizontal and vertical spatial and development planning in Bangladesh in response to climate change

and to enable the General Economics Division (GED) of PC and LGI to integrate a suitable approach into

the various planning instruments and documents. Field of activity 3 will improve knowledge exchange and

conceptual dialogue on central issues of climate change and upgrade the capacities of PC personnel. Field

of activity 4 will support the Physical Infrastructure Division (PID) in developing a climate impact assessment

method for investment projects and integrate this into improved monitoring and evaluation procedures.

The project forms part of the priority area, Climate Change Adaptation in Urban Areas (Regional Concentration).

In its thematic focus and its selection of the lead executing agency and implementing partner, it is designed

to complement the other development cooperation projects/programmes in the priority area and also aims to

achieve its results in interaction with these.

According to Article 160, Section 3 of the German Act Against Restraint of Competition, application for

re-examination is not permissible insofar as:

1. The applicant has identified the claimed infringement of the contract award regulations before submitting the

application for re-examination and has not submitted a complaint to the commissioning party within a period of

10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;

2. Complaints of infringements of contract award regulations that are evident in the notice are not submitted to

the commissioning party at the latest by the expiry of the deadline for the application specified in the notice or by

the deadline for the submission of bids;

3. Complaints of infringements of contract award regulations that 1st become evident in the tender documents

are not submitted to the commissioning party at the latest by the expiry of the deadline for application or for the

submission of bids;

4. More than 15 calendar days have elapsed after receipt of the notification from the commissioning party that it

is unwilling to redress the complaint.

Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance

with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
