It is anticipated that the German Federal Ministry for Economic Cooperation and Development (BMZ) will commission GIZ to implement the project ‘Supporting Wilpattu National Park and Influence Zone Management in Sri Lanka’.

The project aims to lay the foundation for a socially inclusive and sustainable management of Wilpattu National Park and its zones of influence (module objective). By improving the framework for biodiversity conservation, it will stabilise the park's ecosystem services, while making a contribution to climate change adaptation. The project will establish the basis for economic development in the park's zone of influence for the future improvement of employment prospects and poverty reduction in the region. Over the medium term, the project's peacebuilding measures will contribute to allaying ethnic and religious prejudice, reconciling antagonisms and coming to terms with the past.

For these purposes GIZ is looking to tender the implementation of the project in three fields of action:

(1) Drafting a management plan; (2) Capacity Development for key stakeholders; (3) Improving the socio-economic conditions of the population.

The contractor is expected to provide one seconded international long-term expert (up to 17 expert months) and three national long-term experts (up to 51 expert months) for the implementation of the three fields of action. International short-term (up to 5 expert months) and national short-term experts (up to 9 expert months) will also be required.

The main qualifications and competencies required from the contractor are:

— Regional experience: Sri Lanka and/or countries in Asia with similar socio-economic conditions the region.

— Extensive expertise in natural resource management, rural development, biodiversity conservation, management plan development, conflict transformation, forestry and communication.

— Vast experience in managing protected areas and their buffer/peripheral zones.

— At least 10 years of experience in implementing International and preferably German Technical Cooperation projects.

— Experience with the GIZ management model, Capacity WORKS, an advantage.

— Good command of English, German, Singhalese and Tamil (not necessarily everyone in the consulting team).

Beschreibung der Optionen:

GIZ reserves the right to extend the services implemented under the awarded contract, with regards to timeframe and value. GIZ also reserves the right to do so without alternating the overall character of the services requested. The scope of such an extension would be based upon the terms of reference of the current tender.

Within the framework of the basic project described in the terms of reference, GIZ reserves the right to award contracts for additional services of this type up to the amount of EUR 700,000.00 to the successful company in this procedure by means of a negotiated procedure without a prior call or competition.
