»Common Information about the procedureTender number/title: 2016002480 / Framework Agreement Helicopter ServicesShort discription of the contract: Framework Agreement for Helicopter Services.The entire scope is divided into two lots. The awarding is made by lot. Applications may be submitted for one or all lots. Applying to all two lots is desirable but not mandatory. For each lot it is intended to award one framework contract.1. Vattenfall will be operating the DanTysk and Sandbank offshore windfarm from Esbjerg, Denmark. The windfarm DanTysk is located approx. 80 km from Esbjerg. There is an offshore substation with a helideck, an accommodation platform and 80 x 3,6MW Siemens turbines (all fitted with hoist baskets.)2. Flights to DanTysk will, for a start, primarily be for crew change as well as for smaller pieces of cargo. This can either be done by one large helicopter (12-18 pax) or 2-3 trips with a smaller one. There will be needs for hoisting operations as well. Number of persons in the windfarm, will from April to September be approx. 40-45 pax and 15-18 pax from October to March. Crew change will be done on the same day of the week throughout the year.3. The windfarm Sandbank is located approx. 100 km from Esbjerg. There is an offshore substation with a helideck and 72 x 4,0MW Siemens turbines (all fitted with hoist baskets.)4. Flights to Sandbank will, for a start, primarily be for crew change as well as for smaller pieces of cargo (also Dangerous Goods in LQ). This can either be done by one large helicopter (12-18 pax) or 2-3 trips with a smaller one. There will be needs for hoisting operations as well. Number of persons in the windfarm, will from April to September be approx. 40-45 pax and 15-18 pax (depends on the different stages of the construction as well as operation pahse) from October to March. Crew change will be done on the same day(s) of the week throughout the year (reading the different stages of the project)Main place of performances: DanTysk and Sandbank Offshore Wind Farm and optional HornsRev 1 and HornsRev 3 and airport of Esbjerg as base port. Optional: heli port of interest if people transfer has to be arranged differently)Additional Information for the Horns Rev 3 option:1. Vattenfall will be operating the Horns Rev 3 offshore windfarm from Esbjerg, Denmark. The distance from centre of the Wind Farm to Esbjerg Airport is approx.. 57 km. The wind Farm consist of an offshore substation with a helideck and 49 x 8,3 MW MHI-Vestas turbines all fitted with hoist baskets.2. The Service Helicopter shall be available at the Helicopter Base between 7:30 and 18.30 and be available for six (6) effective flying hours per day, for 240 days per year. Days will be distributed over the entire year.3. The expected scope of effective flight hours are approx.. 275 hours/year. Additional hours shall be offered. Start operations is expected mid-2018.4. The main use of the helicopter will be transport from the Helicopter Base to the Turbines, where hoisting of persons and spare parts shall be performed.5. The Helicopter must have a capacity for min. 5 pax plus luggage.6.
