The German government considers carbon markets as an important instrument within the international climate architecture. Emission trading allows emission reductions to take place where they are least expensive which helps making mitigation less costly overall. Carbon markets can therefore contribute to governments committing to more ambitious climate goals and the private sector making more climate-friendly investments.

The BMUB has commissioned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH to implement the project ‘Global Carbon Market’, hosting Carbon Market Units in Chile, India, and Uganda as well as in Germany. The objective of this long-term international cooperation project is for public and private decision makers to have the capacity to use existing and new carbon market instruments for the implementation of nationally adapted climate activities. Further, the Carbon Market Units facilitate market access for German businesses, technology providers and project developers.

The objective of the assignment is for the Consultant to provide high quality, state-of-the-art advisory services and knowledge products in the field of Carbon Markets and New Market Mechanisms in a flexible, demand-driven manner.
The scope of work can be divided into 3 different categories: advisory services, knowledge product development and presentation of results.
a) Advisory services which will be delivered in the form of policy briefs, short technical papers, in-depth studies and detailed technical analyses.
b) Knowledge product development which will be delivered in the form of power point presentations, articles, brochures and fact sheets.
c) Presentation of respective results at selected events and occasions.
The thematic fields of this Carbon Markets and New Market Mechanisms assignment can include:
— Carbon Pricing,
— (Linking of) Emission Trading Systems,
— Paris Agreement, in particular §6,
— Nationally Determined Contributions,
— Clean Development Mechanism,
— Joint Implementation,
— Programme of Activities,
— Standardised Baselines,
— Monitoring, Reporting and Verification,
— Environmental Integrity and Accounting,
— Results-based Finance,
— Climate Finance, including the Green Climate Fund,
— Sustainability evaluation.
GIZ will determine the specific thematic fields which shall be covered by the Consultant in a flexible manner during the term of this assignment.
The Consultant is expected to deliver the following products and services:
— 4 policy briefs or technical input papers.
— 3 in-depth studies.
— 1 detailed technical analysis including data collection.
— 4 knowledge products such as fact sheets, brochures, articles, power point presentations.
— Take part and give input in up to 5 events upon request of GIZ.
