The Firm of Consultants is responsible for supporting the project team in the implementation of the Project ‘Capacity Development in the Transport Sector’ in Liberia for the period November 2017 to June 2019. The Firm of Consultants shall be responsible for the component ‘Implementation of a Road Maintenance Training Course (RMT)’. This component directly contributes to the fulfilment of the project indicator No 5 as indicated under B 3.5:

A road construction training course and examination regulations, developed by vocational education and training institutions and the Association for Liberian Construction Contractors (ALCC) has been submitted to the responsible ministry for recognition.

The Firm of Consultants will:

1. Support and strengthen the policy stakeholder dialogue and TVET institutions.

2. Develop a modularized curriculum, including assessment questionnaires based on ECOWAS standard for 12-months RMT course.

3. Develop modularized manuals for TVET teachers and learners.

4. Conduct the Training of TVET teachers.

5. Advise and support course implementation at TVET Institutes.

6. Support the set-up of a match making mechanism.

7. Prepare recommendations on the development and implementation of an advanced RMT course module.

Beschreibung der Verlängerungen:

This order can be extended by 15 additional months. The prerequisite is that the top order is extended and the concept remains fundamentally unchanged.

Beschreibung der Optionen:

Within the framework of the basic project described in the terms of reference, GIZ reserves the right to award contracts for additional services of this type up to 15 Months to the successful company in this procedure by means of a negotiated procedure without a prior call for competition, or to enter into a follow-on contract pursuant to the criteria listed in the terms of reference and the contract.

According to Article 160, Section 3 of the German Act Against Restraint of Competition, application for re-examination is not permissible insofar as:

1. The applicant has identified the claimed infringement of the contract award regulations before submitting the application for re-examination and has not submitted a complaint to the commissioning party within a period of 10 calendar days; The expiry of the period pursuant to Article 134, Section 2 remains unaffected,

2. Complaints of infringements of contract award regulations that are evident in the notice are not submitted to the commissioning party at the latest by the expiry of the deadline for the application specified in the notice or by the deadline for the submission of bids,

3. Complaints of infringements of contract award regulations that first become evident in the tender documents are not submitted to the commissioning party at the latest by the expiry of the deadline for application or for the submission of bids,

4. More than 15 calendar days have elapsed after receipt of the notification from the commissioning party that it is unwilling to redress the complaint.

Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
