Kurze Beschreibung:
Mali is heavily dependent on the exploitation of natural resources. This dependence exposes the country to various risks, since the exploitation of the raw materials is not very diversified and mainly dominated by the extraction of gold. The country lacks of a mining policy and a sector strategy adapted to current realities thatc ould be used to guide the sustainable development of the sector. GIZ will launch a long-term study on the Analysis of the impact of mining activities on sustainable development in the regions of Kayes and Sikasso in the Republic of Mali for the improvement of employment and the local workforce including women. The overall objective of the proposed intervention is to enable Malian decision-makers and the GIZ to better orient, on the basis of reliable data, the design and the implementation of their policies and programs in line with good governance in the mining sector, and in particular with regard to industrial mining, in order to make a significant contribution to achieving the Sustainable Development Goals.

2 specific objectives are aimed at: The first is to prepare a long-term study on the economic, social and environmental situation, conflict management and respect for human rights in the mining areas of the afore mentioned regions and in particular on the position of Women in the mining sector. This study will identify areas, indicators and their measurability, on economic and social change in these two mining regions. The second specific objective will be the development of an action plan — based on field-tested approaches -to increase local employment at the level of mining companies, suppliers and subcontractors through the submission of a strategy focused on recruitment and on the support for the implementation of the national gender policy of the Government of Mali.

It will be necessary to develop and support the implementation of specific modules aimed at strengthening the operational capacities of the local population with particular attention to women with the institutional partners concerned.
Five outcomes are expected:
1. A comprehensive study on the economic, social and environmental situation, conflict management and respect for human rights in the aforementioned mining regions;
2. The identification of current, up-to-date and usable data on suppliers, local subcontractors and mining companies: this will involve counting the aspects of the products / services and services offered, the origins of the enterprises, provide a report on the volume of local purchases, the methods of accreditation and certification of enterprises, the Tax Identification Number of mining actors.

3. Propose several strategies to increase the employability, local workforce and professional positioning of women in the mining sector, particularly in mining companies, suppliers and subcontractors.
The proposed strategies will be multi-faceted for Outcome 3:
a) to identify the factors that prevent the professional attainment of women in the mining sector;
b) to refer to national recruitment policies and strategies within the Ministries of Labor and Employment;Woman, Family and Children and the methods of professional integration (the organization of practical internships) in collaboration with the existing state structures (National Agency for the Promotion of Employment and the Promotion Agency for Youth Employment);

c) identify concrete proposals for the implementation of operational capacity building modules for the local population and women;
d) propose complementary income-generating activities and improve the conditions of women around gold-washing sites.

— Number of permanent employees as at 31.12. of the previous year: 4 Persons.
Technische und berufliche Fähigkeiten:
The technical assessment is only based on reference projects with a minimum commission value of 100 000 EUR.
Minimum level(s) of standards possibly required:
— At least 3 reference projects in the technical field Mining governance in the last 3 years,
— and at least 3 reference projects in the region Western Africa in the last 3 years.
