81212877 Decentralization and Good Governance in Rwanda
GIZ Rwanda is seeking for its DGG Program a consultancy, organized in two work packages:
Under the intervention field fiscal decentralization and local public financial management (PFM) the consultancy is expected to support the Ministry of Finance and Economic Planning by analyzing expenditure assignments between different tiers of government and administration, developing approaches for the costing of functional competencies of local government entities as well as strengthening PFM systems at selected decentralized entities.
As for the second work package, the consultancy will be working to strengthen the capacity of the Local Government Institute which provides capacity building services to local government staff. The consultancy will also be responsible for designing a ‘women in leadership program’, contribute to a certification system for trainers, improve e-learning platforms as well as an e-library and develop short courses for local government staff.
