The support by the consulting firm contributes to the achievement of the project outputs as well as the aforementioned support to further GIZ projects as part of the project's umbrella function. The focus of this tender is on transparency and MRV in the transport sector, in particular regarding the following areas:

— MRV / Transparency framework in the transport sector (MRV of mitigation actions, National GHG emission inventories for transport, Sectoral mitigation scenarios for transport);

— Data collection and processing (Travel Activity Data, Vehicle fleet composition data, Country-specific real world fuel consumption data and GHG (and pollutant) emission factors);

— Cost Benefit Analysis and Multi-Criteria Analysis (‘Cobenefits’).

The consulting firm is invited to offer different short term-expert pools to support the project team and its counterparts though technical assistance in the home country and the countries of assignment as well as at the international level.

Beschreibung der Verlängerungen:

Depending on the mandate and volume of available funding, additional services, may be required. In this case, GIZ reserves the right to award contracts for additional services of this type of up to about 0.5 million EUR within the framework of the basic project described in the terms of reference to the successful company in this procedure.

Beschreibung der Optionen:

It is possible that the assignment described in these ToR is broadened during the period of implementation of the consultancy contract. In this case, the input of the existing experts / expert pools may be increased and additional national pools may be added. A contract supplement may be offered. Options and conditions for this non-compulsory broadening are mainly but not limited to the following:

— Additional demand for technical assistance on MRV and transparency in the transport sector.

— Additional partner countries of TRANSfer III: Selection and approval by BMUB / commissioning of GIZ.

— Further countries/cities: In case of availability of additional resources, formalization of the cooperation and commissioning of GIZ (e.g. from the Euroclima+ programme).

— Tunisia: Formalization of the cooperation and approval by BMUB / commissioning of GIZ for the envisaged cooperation with the Tunisian government.

Average annual turnover for the last three financial years (last-but-four financial year can be included in case of invitation to tender held within six months of end of last financial year): At least 500,000 EUR. Number of employees as at 31.12. of the previous year: At least 5 persons.

Technische und berufliche Fähigkeiten:

The technical assessment is only based on reference projects with a minimum commission value of 50 000 EUR. Minimum requirements: At least 5 reference projects in the technical field MRV, transparency for mitigation in transport sector and at least 5 reference projects with ref. to developing countries and/or emerging economies in the last 3 years.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as:

Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
