Whilst National Management Plans for Ozone Protection continue its implementation, the sector of refrigeration, air conditioning and foam production becomes also highly relevant for mitigation action.

The consulting support covers two projects on behalf of BMZ, the Federal German Ministry for Economic Cooperation and Development, namely the German Ozone Protection Fund (Ozonfonds) as well as the Proklima policy support project.

The Ozone protection fund currently supports 17 partner countries to meet its obligations under the Montreal Protocol.

The Proklima policy support project focuses on policy advise for the BMZ, sector specific knowledge management, preparation of ozone fund projects as well as mainstreaming sector approaches into other development policies such as energy management and efficiency, food security, urban development, vocational training or private sector promotion.

During the implementation, the project will cooperate with key political stakeholders as well as with producers, servicing companies, end-users and financial institutions.

This consulting package focuses on policy advisory servicies for BMZ, GIZ Proklima as well as National Ozone Protection Units in partner ministries.

Beschreibung der Verlängerungen:

Depending on the mandate and volume of available funding, additional services may be required. In this case, GIZ reserves the right to award contracts for additional services of this type up to the amount of 400 000 EUR within the framework of the basic project described in the terms of reference to the succesful company in this procedure.

Beschreibung der Optionen:

It is possible that the assignment described in the ToR is broadened during the period of implementation of the consultancy contract. In this case, the input of the existing experts may be increased and additional national pools may be added. A contract supplement may be offered. Options and conditions for this non-compulsory broadening are mainly but not limited to the following:

— Additional demand for technical assistance on urban transport and climate change.

— Additional partner countries of Ozone Protection Fund: Proposal by GIZ, approval of BMZ / commissioning of GIZ.

— Further countries: In case of availability of additional resources, formalization of the cooperation and commissioning of GIZ (e.g. from other bilateral implementers such as France, Italy).

Mandatory grounds for exclusion as per section 123 GWB.

Average annual turnover for the last three financial years (last-but-four financial year can be included in case of invitation to tender held within 6 months of end of last financial year): At least 350 000 EUR. Number of employees as at 31.12. of the previous year: at least 5 persons.

Technische und berufliche Fähigkeiten:

The technical assessment is only based on reference projects with a minimum commission value of 50 000 EUR. Minimum requirements: at least 3 reference projects in the technical field ozone and climate protection and at least 3 reference projects in the world in the last 3 years.

According to Article 160, Section 3 of the German Act Against Restraint of Competition, application for re-examination is not permissible insofar as:

1. the applicant has identified the claimed infringement of the contract award regulations before submitting the application for re-examination and has not submitted a complaint to the commissioning party within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,

2. complaints of infringements of contract award regulations that are evident in the notice are not submitted to the commissioning party at the latest by the expiry of the deadline for the application specified in the notice or by the deadline for the submission of bids,

3. complaints of infringements of contract award regulations that first become evident in the tender documents are not submitted to the commissioning party at the latest by the expiry of the deadline for application or for the submission of bids,

4. more than 15 calendar days have elapsed after receipt of the notification from the commissioning party that it is unwilling to redress the complaint.

Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
