Formless applications will not be considered. The documents must be submitted together in triplicate, on time and locked. (2) Consortia must already apply as consortia. The subsequent formation of a consortium is not possible. Consortia have to provide the required information for every member. They have to mark this information accordingly, designate a lead partner and authorise this member to represent the consortium and receive payments for all members in discharge of the liability for the contracting authority. A formal agreement to this effect must be signed by each member of the consortium and attached to the request to participate. Kurze Beschreibung:
The Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH intends to award a contract for the delivery and management of advisory services within the Support for Decentralisation Reforms (SfDR) Programme in Ghana. Technical consultancy services shall be delivered by short, medium and long-term experts in the programme's four areas of intervention (Revenue mobilisation and management; Development planning and budgeting; Key stakeholder cooperation; Data-based implementation of the 2030 Agenda), training and human resource development, soft skills, process management and organizational development. To manage the expert pool, a long-term expert shall be seconded by the consulting firm and closely cooperate with programme management, staff and partners.

Dauer: 16 Monate
Beschreibung der Verlängerungen:
Within the framework of the basic project described in the terms of reference, GIZ reserves the right to award contracts for additional services of this type up to the successful company in this procedure by means of a negotiated procedure without a prior call for competition, or to enter into a follow-on contract pursuant to the criteria listed in the terms of reference and the contract.

Bedingungen für die Teilnahme
Befähigung zur Berufsausübung:
1) Declaration on the Commercial Register, if the applicant or the member of the consortium is registered;
(2) Declaration on the personal situation of the applicant or the member of the consortium, consisting of:
(a) Declaration on the absence of the mandatory grounds of exclusion as per section 123 Act against Restraints of Competition (Competition Act — GWB) or on the remedial actions and the measures;
(b) Declaration on the absence of the optional grounds of exclusion as per section 124 GWB or on the remedial actions and the measures.
Wirtschaftliche und finanzielle Leistungsfähigkeit:
1) Declaration on the average annual turnover for the last 3 financial years (last-but-4 financial year can be included in case of invitation to tender held within 6 months of end of last financial year).
(2) Declaration on the employees of the applicant or the member of the consortium as at 31.12.2016.
Mindeststandards:
For (1): At least 1 800 000 EUR (net) for the applicant or the consortium.
For (2): At least 20 employees for the applicant or the consortium.
Technische und berufliche Fähigkeiten:
Declaration on reference projects of the applicant or the member of the consortium in the technical field of ‘fiscal decentralisation, public finance’. There are particular to provide the informations to the project title, the client, the period, the contract value in EUR and the Country.

Mindeststandards:
— At least 7 projects in the technical field of ‘fiscal decentralisation, public finance’.
— At least 3 projects in the region West Africa.
— All reference projects must have been provided within the last 3 years with a minimum commission value of at least 500 000 EUR (net).
