The German Ministry for Economic Cooperation and Development (BMZ) has commissioned GIZ to implement the project ‘Health Sector Employment Promotion and Mental Health and Psychosocial Support (MHPSS)’ in Syria.
The project will concentrate on five provinces in the hands of the moderate opposition: Aleppo, Idlib, Hama, Latakia and Daraa. Its approach will combine meeting direct needs with capacity-building elements in the health sector and MHPSS. In Field of activity 1, the salaries of medical and administrative staff in the health sector will be paid in order to secure jobs to maintain health care in the five provinces. With flanking capacity development measures, the project will strengthen sustainable capacities in the health sector and broaden the range of available treatments. Field of activity 2 will concentrate on the basic and continuing education, training, and employment of community social workers and medical staff in psychosocial support and psychotherapeutic treatment.

Field of activity 2 will concentrate on the basic and continuing education, training, and employment of community social workers and medical staff in psychosocial support and psychotherapeutic treatment.

The Firm of Consultants shall, in close collaboration with the local NGO Syrian Bright Future and/or possibly up to five other local NGOs, and other relevant MHPSS actors as needed:

— elaborate cultural and context-sensitive psychosocial/ psychotherapeutic counseling approaches (which are so far non-existent),

— develop curricula for the planned trainings and continuing education and training modules in the fields of psychosocial and psychotherapeutical support,

— develop a capacity development plan in fields mentioned above,

— design, organize and facilitate quarterly staff care events in Turkey,

— develop a detailed supervision plan for remote (Internet-based) and face-to-face supervision/ coaching to be jointly implemented by the Firm of Consultants and the local NGO(s).

Besides the development and updating of the counseling approaches and curricula, the Firm of Consultants is responsible for the design, organization and facilitation of four staff care/ self-care events in Turkey. The meetings in Turkey (as a recreation space in a secure environment) shall provide room for knowledge transfer, self-reflection and discussion of traumatizing/ disturbing cases. If applicable, the experts shall support the trained staff to work as a multiplier in their respective institution (collegial counseling / self-care).

In addition, the Firm of Consultants shall provide technical backstopping to the NGOs (counseling, guidance and supervision of the employees). This is carried out during the entire timeframe of the contract, mainly by telecommunication (WhatsApp, Skype, email, telephone etc.), but also by personal meetings in Turkey.

As in every project, developments that may lead to difficulties in a later project phase and potentially negative impacts should be identified as quickly as possible. An efficient monitoring system must therefore be set up that allows our partner, the Firm of Consultants and GIZ to monitor project development and steer the project.

The experts seconded by the Firm of Consultants must cooperate closely with the project officer responsible for the commission, who is responsible to BMZ for the German contribution and based in Gaziantep/ Turkey.

Dauer: 24 Monate
Beschreibung der Verlängerungen: GIZ reserves the option to extend this contract up to 24 months.
Beschreibung der Optionen:

Within the framework of the basic project described in the terms of reference, GIZ reserves the right to supplement the contract for additional services of this type to the successful company in this procedure pursuant to the criteria listed in the terms of reference. Please refer to the terms of reference for further details.

According to Article 160, Section 3 of the German Act Against Restraint of Competition, application for re-examination is not permissible insofar as:

1. The applicant has identified the claimed infringement of the contract award regulations before submitting the application for re-examination and has not submitted a complaint to the commissioning party within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;

2. Complaints of infringements of contract award regulations that are evident in the notice are not submitted to the commissioning party at the latest by the expiry of the deadline for the application specified in the notice or by the deadline for the submission of bids;

3. Complaints of infringements of contract award regulations that 1st become evident in the tender documents are not submitted to the commissioning party at the latest by the expiry of the deadline for application or for the submission of bids;

4. More than 15 calendar days have elapsed after receipt of the notification from the commissioning party that it is unwilling to redress the complaint.

Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.

It is crucial that the curricula and training measures take into account cultural requirements for psychosocial wellbeing and coping as well as the conditions of the ongoing war that have an impact on prevalent syndromes and implementation modalities. The application of Do-No-Harm is expected. In addition, the Firm of Consultants is responsible to ensure the compliance with international standards and the quality criteria defined in the guidelines “Mental Health and Psychosocial Support (MHPSS) in the context of the crises in Syria and Iraq”. Besides the development and updating of the counseling approaches and curricula, the Firm of Consultants is responsible for the design, organization and facilitation of four staff care/ self-care events in Turkey. The meetings in Turkey (as a recreation space in a secure environment) shall provide room for knowledge transfer, self-reflection and discussion of traumatizing/ disturbing cases. If applicable, the experts shall support the trained staff to work as a multiplier in their respective institution (collegial counseling / self-care).
