Kurze Beschreibung:

The REEP Project focuses its activities on local utility-scale electricity grids outside of Java-Madura-Bali and Sumatra. The core of the Project's methodological approach is the systematic integration of private sector's renewable electricity generation into the grid. The aim is to appropriately consider 23 % of renewable energy by 2025 in the power system planning of selected pilot grids (Field of Activity 2). The results and learning experiences gained from this activity will then be used to help improve the legal and regulatory framework conditions to further promote renewable energy in regional/island grids (Field of Activity 1). Nationwide dissemination of the results and their integration into PLN's Electricity Supply Business Plan (RUPTL) are implemented by EBTKE and PLN respectively (Field of Activity 3). This is accompanied by strengthening the competence of IPP and project developers on the grid integration of renewable energy (Field of Activity 4).

The overall objective for the consultant is to support GIZ, EBTKE, PLN and other relevant stakeholders through technical expertise in the wider fields of renewable energy grid integration and grid management. This shall be achieved by providing 6 pools of international (senior) experts with backgrounds in grid operation, energy system planning and RE project development.

In total, the contract will have a volume of 25 person-months to be covered by international short-term experts over the course of three years, divided into the following pools and areas of expertise:

Three pools of international senior experts with up to 6 person-months in total.

— Senior Expert Pool Grid Operation: 2 experts, 2 person-months in total.

— Senior Expert Pool Energy System Planning: 2 experts, 2 person-months in total.

— Senior Expert Pool RE Project Development: 2 experts, 2 person-months in total.

In addition, there shall be three pools of international experts offered with up to 19 person-months in total.

— Expert Pool Grid Operation: 2 experts, 8 person-months in total.

— Expert Pool Energy System Planning and Reg. Framework: 2 experts, 7 person-months in total.

— Expert Pool RE Project Development: 2 experts, xperts, 4 person-months in total.

Effective consulting under this contract can be done if the firm of consultants has experience in:

— Grid Integration of fluctuating renewable energy technologies (PV, Wind),

— Grid design and management of regional / island grids with high shares of RE,

— Techno-economic grid simulation / modelling power system planning,

— Capacity building in RE grid integration, grid management, RE project development (incl. financing),

— Advising government institutions on regulatory measures to promote upscaling of RE and RE grid integration,

— Regional experience in the region South East Asia,

— Experience of development projects (ODA-financed).

Technische und berufliche Fähigkeiten:

The technical assessment is only based on reference projects with a minimum commission value of 500 000 EUR.

Mindeststandards:

At least 5 reference projects in the technical grid integration of RE in island grids and ag least 1 reference project in the region South-East-Asia.

According to Article 160, Section 3 of the German Act Against Restraint of Competition, application for re-examination is not permissible insofar as:

1. the applicant has identified the claimed infringement of the contract award regulations before submitting the application for re-examination and has not submitted a complaint to the commissioning party within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,

2. complaints of infringements of contract award regulations that are evident in the notice are not submitted to the commissioning party at the latest by the expiry of the deadline for the application specified in the notice or by the deadline for the submission of bids,

3. complaints of infringements of contract award regulations that first become evident in the tender documents are not submitted to the commissioning party at the latest by the expiry of the deadline for application or for the submission of bids,

4. more than 15 calendar days have elapsed after receipt of the notification from the commissioning party that it is unwilling to redress the complaint.

Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
