The aim of the overall project RIMRAP is: To improve the resilience of vulnerable populations to food insecurity and nutrition and to strengthen governance for an equitable access and a sustainable management of resources in the context of climate change.

The research-training component is part of the implementation of the Mauritania Institutional Strengthening Program for Agricultural and Pastoral Resilience (RIMRAP), which was identified and formulated in 2014 as part of the European Union's support to the sector Rural development, now shared between a Ministry of Livestock (ME) and a Ministry of Agriculture (MA). RIMRAP is in line with the Institutional Review of the Agricultural and Pastoral Sector (RISAP), which was carried out with the support of the Delegation of the European Union (DUE) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ ) In 2014. In analyzing the functioning of rural sector institutions, RISAP provides a solid basis for institutional strengthening in this sector.

The two results to achieve are

R1: Research structures implement applied research programs geared towards rainfed agriculture and extensive livestock farming resilient to climate change.

R2: Training institutions working in the agroforestry sector form human resources, taking into account the gender aspect, according to the needs of public, socio-professional and private structures in the context of resilience to the effects of climate change.

In order to ensure coherence with the other objectives and regional commitments, in addition to the support provided in Nouakchott for the MA and ME structures, the focus was on four regions in the south-east of the country: Assaba, Hodh el Gharbi, Hodh Echargui and Guidimakha. These four regions, which account for about one third of the Mauritanian population, present a cross-section of agricultural, pastoral and sylvicultural activities while being among the poorest in the country.

According to Article 160, Section 3 of the German Act Against Restraint of Competition, application for re-examination is not permissible insofar as

1. the applicant has identified the claimed infringement of the contract award regulations before submitting the application for re-examination and has not submitted a complaint to the commissioning party within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,

2. complaints of infringements of contract award regulations that are evident in the notice are not submitted to the commissioning party at the latest by the expiry of the deadline for the application specified in the notice or by the deadline for the submission of bids,

3. complaints of infringements of contract award regulations that first become evident in the tender documents are not submitted to the commissioning party at the latest by the expiry of the deadline for application or for the submission of bids,

4. more than 15 calendar days have elapsed after receipt of the notification from the commissioning party that it is unwilling to redress the complaint.

Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
