In the first Field of Activity, the project supports the Vocational Training Corporation (VTC) as it creates training courses for skilled and semi-skilled sanitation professionals. These courses target Jordanians and refugees in the governorates of Amman and Irbid. In the second Field of Activity, these sanitation professionals receive advice on improving their employment and income prospects. This allows households to have access to better services, in terms of quality and quantity, which would help them reduce water losses and conserve water. In the third Field of Activity, the project advises WAJ on building capacity to implement a comprehensive programme of continuing professional development for technical staff. In thus makes a contribution to reducing annual water losses and to safeguarding investments in infrastructure in the long run, as envisaged in the National Water Strategy.

The contractor is responsible for the implementation as well as the achievement of the desired output and the associated performance indicators of the field of activity.

Output of field of activity is:

Structures for the provision of sanitation services have been improved.

To meet the listed indicators, the following activities are to be implemented by the Firm of consultants:

— advice for cooperatives on developing and implementing business plans,

— implementation of water-saving and water loss-reducing services and products by sanitation professionals,

— provision of business start-up services for micro and small sanitation enterprises,

— identification of specific employment opportunities in public and private institutions for female sanitation services providers (e.g. schools for girls, universities and clinics),

— development and piloting of a strategy for water wise plumbers,

— initiation and support for a network of sanitation service providers.

These measures work at variety of levels:

At organizational level, new and existing cooperatives for sanitation services are advised as they develop and implement business plans and provide their services and products.

The plumber cooperatives are to develop a business model, ensuring the demand for the services of their members through innovation and quality insurance. Fields of activity could be innovative technical ideas (for instance software), innovative technique (water stop techniques), innovative services (for instance long-term repair and cleaning contracts), customer oriented service (guaranties for safe and punctual service) etc.

The lessons learned from the previous project WWP and from TWEED projects can be built upon. EPP Cooperatives offer better employment prospects for women in particular. Further examination is needed regarding whether cooperatives offer employment opportunities for Syrian refugees as well. Course graduates wanting to start a business as a self-employed person or as a small entrepreneur are given access to services for new businesses and to financing. The contractor identifies a variety of institutions, such as DEF, JEDCO, JCCA and companies with corporate social responsibility programmes, as brokers, reviews their services in support of small entrepreneurs and advises them during negotiations.

The contractor cooperates with a water utility to develop a strategy for female water wise plumbers to forge greater organizational ties between trained sanitation professionals and the water sector and to implement the sector strategy to enhance water efficiency in a more targeted manner. These female plumbers are better recognized as service providers within their communities and their training is upgraded through the role that they are given as water efficiency advisors. A subsidized programme for sanitation professionals to install water-saving technologies is being piloted in selected communities as a direct contribution to minimizing water loss and leveraging their trade skills.

At individual level, a market study will identify potential public institutions (e.g. schools for girls, universities and clinics) that offer employment opportunities specifically for female sanitation service providers. The launch of a network gives sanitation professionals an opportunity to exchange expertise and gain further training, thereby optimizing their services.

Beschreibung der Verlängerungen:

Within the framework of the basic project described in the terms of reference, GIZ reserves the right to award contracts for additional services of this type to the successful company in this procedure by means of a negotiated procedure without a prior call for competition, or to enter into a follow-on contract pursuant to the criteria listed in the terms of reference and the contract.

According to Article 160, Section 3 of the German Act Against Restraint of Competition, application for re-examination is not permissible insofar as:

2. Complaints of infringements of contract award regulations that are evident in the notice are not submitted to the commissioning party at the latest by the expiry of the deadline for the application specified in the notice or by the deadline for the submission of bids;
