Beschreibung der Beschaffung
The African Union (AU) established the Comprehensive Africa Agriculture Development Programme (CAADP)as a strategy to achieve agriculture-based growth and food security on the continent. As the technical arm of theAU Commission (AUC), the NEPAD Planning and Coordinating Agency (NPCA) has been tasked to implementCAADP. Growth is to be achieved through the promotion of value chains via the implementation of agriculturalinvestment plans developed in the context of the CAADP.
The BMZ-commissioned GIZ CAADP Support Programme is made up of four modules to support the AUC andNPCA in the following areas: (1) CAADP Policy Advice, (2) CAADP Climate Change Adaption in Agriculture, (3)CAADP Agricultural Technical Vocational Education and Training (ATVET), and (4) CAADP ATVET for Women.The four technical cooperation areas comprise the following three intervention areas: (1) Strengthening of theAU Cooperation System, (2) Country Implementation and (3) Knowledge Management.
In the implementation of the project “Supporting agricultural technical vocational edu-cation and training(ATVET) in Africa through NEPAD/CAADP” in 12 pilot countries (Burkina Faso, Togo, Benin, Ghana, Sierra Leone, Tunisia, Rwanda, Uganda, Kenya, Malawi, South Africa and Namibia) and “CAADP AgriculturalTechnical Vocational Education and Training (ATVET) for Women” in 6 countries (Burkina Faso, Togo, Benin,Ghana, Kenya and Malawi), the consultants will offer support in the following areas:
A. Curricula Development, including gender-sensitive adaptation along agricultural value chains;
B. Training of Trainers to conduct competence-based and gender-sensitive training modules;
C. Organisational and capacity development of agricultural training colleges (ATCs), particularly toinstitutionalise gender-sensitive training practices;
D. Development and continuous application of an M&E system to measure the effec-tiveness of skillsdevelopment and the contribution to gender transformation in agri-cultural skills development on the continent;
E. Organisational advice to establish a Technical Vocational Education and Training (TVET) unit at the NEPADagency in Midrand, South Africa.
When providing the tendered services, the consultants must cooperate closely with the existing programstructures and the GIZ Programme Manager, who is responsible for the German contribution to BMZ. The GIZCAADP Program Office is located in Pretoria, South Africa and has staff in the majority of the pilot countries mentioned.
