The German Government, through GIZ, supports the African Union (AU) and the Nepad Planning and Coordinating Agency (NPCA) to strengthen agriculture in Africa through skills development. The projects “Supporting agricultural technical vocational education and training (ATVET) in Africa through NEPAD /CAADP” and “CAADP Agricultural Technical Vocational Education and Training (ATVET) for Women” form the framework for the consultancy work. The consultants are responsible for the implementation of activities in 12 pilot countries and at the NEPAD agency relating to curricula development along agricultural value chains, training of trainers, organisational development and M&E. These activities support the following project objectives: “ATVET, as an innovative concept, is successfully implemented in selected pilot countries within the CAADP framework” and “Labour-market-oriented and income-enhancement training for women in the agricultural and food sector is used in selected pilot countries”.

The African Union (AU) established the Comprehensive Africa Agriculture Development Programme (CAADP) as a strategy to achieve agriculture-based growth and food security on the continent. As the technical arm of the AU Commission (AUC), the NEPAD Planning and Coordinating Agency (NPCA) has been tasked to implement CAADP. Growth is to be achieved through the promotion of value chains via the implementation of agricultural investment plans developed in the context of the CAADP.

The BMZ-commissioned GIZ CAADP Support Programme is made up of four modules to support the AUC and NPCA in the following areas: (1) CAADP Policy Advice, (2) CAADP Climate Change Adaption in Agriculture, (3) CAADP Agricultural Technical Vocational Education and Training (ATVET), and (4) CAADP ATVET for Women. The four technical cooperation areas comprise the following three intervention areas: (1) Strengthening of the AU Cooperation System, (2) Country Implementation and (3) Knowledge Management.

In the implementation of the project “Supporting agricultural technical vocational edu-cation and training (ATVET) in Africa through NEPAD/CAADP” in 12 pilot countries (Burkina Faso, Togo, Benin, Ghana, Sierra Leone, Tunisia, Rwanda, Uganda, Kenya, Malawi, South Africa and Namibia) and “CAADP Agricultural Technical Vocational Education and Training (ATVET) for Women” in 6 countries (Burkina Faso, Togo, Benin, Ghana, Kenya and Malawi), the consultants will offer support in the following areas:

a— Curricula Development, including gender-sensitive adaptation along agricultural value chains

b— Training of Trainers to conduct competence-based and gender-sensitive training modules

c— Organisational and capacity development of agricultural training colleges (ATCs), particularly to institutionalise gender-sensitive training practices

d— Development and continuous application of an M&E system to measure the effec-tiveness of skills development and the contribution to gender transformation in agri-cultural skills development on the continent.

e— Organisational advice to establish a Technical Vocational Education and Training (TVET) unit at the NEPAD agency in Midrand, South Africa.

When providing the tendered services, the consultants must cooperate closely with the existing program structures and the GIZ Programme Manager, who is responsible for the German contribution to BMZ. The GIZ CAADP Program Office is located in Pretoria, South Africa and has staff in the majority of the pilot countries mentioned.

Beschreibung der Optionen:

The assignment described in these ToR can be broadened during the period of implementation of the consultancy contract. In this case, the input of the existing experts /expert pools may be increased and additional national pools may be added. A contract supplement may be offered. Options and conditions for this non-compulsory broadening are mainly but not limited to the following:

— Additional demand for technical assistance for additional related topics.

—Longer-term advice in selected countries.

— Additional countries.

A follow-up contract to the contract resulting of this tender is possible. Depending on available funding, additional services, such as, but not limited to, may be required:

— Longer-term advice in selected countries.

In this case GIZ reserves the right to award contracts for additional services of this type of up to 1 500 000 EUR within the framework of the projects described in the terms of reference to the successful company in this tender.

Average annual turnover for the last 3 financial years (last-but-four financial year can be included in case of invitation to tender held within 6 months of end of last financial year). At least: 10 000 000 EUR.

Number of employees as at 31.12. of the previous year: At least: 30 persons.

Technische und berufliche Fähigkeiten:

At least 4 reference project in the technical field Agricultural TVET and at least 3 reference project in the region Africa in the last 3 years. The technical assessment is only based on reference projects with a minimum commission value of 300 000 EUR.
