The module objective is as follows: SADC Member States have improved the conditions for the trade in goods and services as set out in the SADC's industrialisation agenda.
The project cooperates with the SADC Secretariat and with selected regional SADC committees. They are supported in performing their function of steering and coordinating the implementation of the Industrialisation Strategy. The project operates in four fields of activity: i) elimination of non-tariff barriers (NTBs) to trade in priority regional value chains; ii) implementation of the CTFP with a focus on trade-facilitation measures that are relevant for the industrialisation agenda; iii) introduction of a system to facilitate small-scale cross-border trade; iv) support for negotiations on trade in services in priority sectors.

This assignment concentrates on parts of the programme.
The SADC economic area consists of 16 countries in Southern and Eastern Africa and has enormous economic potential. The size of the common regional market of around 300 million people is also a competitive advantage. However, trade between the SADC countries themselves and with the rest of the world is still largely defined by the export of unprocessed natural resources. Greater regional market integration is also hampered by inadequate modernisation, weak competitiveness and a lack of diversification in the respective national economies.

In an attempt to address this state of affairs and to make a coordinated effort to press ahead with the development of productive capacities in the Member States, SADC has been pursuing an Industrialisation Strategy since 2015. The aim of the Strategy and the Action Plan is to create enabling conditions for a stronger manufacturing sector, for the manufacture of high-quality products in the region and therefore for increased trade. The SADC Secretariat's only role in the implementation of the SISR and in the general shaping of the regional integration process lies in planning and coordination.

The SADC Member States have agreed upon a relatively new Protocol on Trade in Services. 15 Member States have signed this Protocol (only The Union of Comoros, having just recently joined SADC, has not yet signed), and seven Member States have ratified this Protocol (Botswana, Lesotho, Mauritius, Mozambique, Seychelles, South Africa, Swaziland). 10 Member States will need to ratify the Protocol to bring it into effect.

Whereas the Protocol provides the general guidelines on services liberalisation, Member States have to negotiate and agree on individual countries' offers in different sectors; further details are being set out in annexes to the Protocol for each sector.

This assignment concentrates on parts of the programme, specifically:
— to implement field of activity iv) support for negotiations on trade in services in priority sectors. This will require extensive expertise in the negotiation of Trade in Services Agreements.
— to provide short-term experts for the other three fields of activity of the programme.
Beschreibung der Verlängerungen:
Within the framework of the basic project described in the terms of reference, GIZ reserves the right to award contracts for additional services of this type up to the amount of 2000 000 EUR to the successful company in this procedure by means of a negotiated procedure without a prior call for competition, or to enter into a follow-on contract pursuant to the criteria listed in the TOR.
