Kurze Beschreibung:

‘TEEB Regional-Local’ Brazil-Germany Cooperation project, coordinated by the Ministry of the Environment (MMA), supports the integration of ecosystem services into decision-making processes involving public and private actors, seeking to foster biodiversity as a mainstream topic in sectoral agendas and thus contribute to a more sustainable use of natural resources in the country.

The project supports the Ministry of the Environment, both in the conceptual and methodological aspects, in the efforts to up-scale ecosystem service integration into national development strategies. Relevant actors are involved in this approach and trained on topics such as integration of ecosystem services into planning processes or use of economic instruments to protect natural resources. Methodological guides about the topic are elaborated and published, and concrete contributions are developed in order to formulate new policies, which are inserted in political discussions in the format of consultancy. The project also operates at the regional-local level, working and contributing to decision-maker efforts in states and municipalities, as well as to other actors, to integrate ecosystem service value into their environmental management policies, plans, programs and instruments. To encourage the business sector, guidelines are elaborated in order to calculate business impacts and dependencies in different industries on biodiversity and ecosystem services. Those guidelines are used in development training programs and announced by the Brazilian National Confederation of Industries (CNI) and State Federations to integrate ecosystem services into the business sector (multiplier effect). The Project supports the process of elaborating and communicating the Environmental-Economic Accounting, since the environmental-economic accounting is a useful tool to strengthen the debate about the Brazilian economy dependence on natural capital in different industries and, therefore, it provides for a chance to integrate ecosystem services into public programs and into the business sector in a relevant scale. Additionally, regional and local networks are structured (environmental bodies, state federations of industries, statistical bodies) to exchange real-life examples of implementation and tools to integrate ecosystem services into development programs and plans, as well as to effectively communicate them to public opinion.

The project goal of the services to awarded is that key public and private actors integrate the value of biodiversity and ecosystem services into their decision-making processes.

Bedingungen für die Teilnahme
Befähigung zur Berufsausübung:

(1) Declaration on the Commercial Register, if the applicant or the member of the consortium is registered;

(2) Declaration on the personal situation of the applicant or the member of the consortium, consisting of:

(a) Declaration on the absence of the mandatory grounds of exclusion as per section 123 Act against Restraints of Competition (Competition Act — GWB) or on the remedial actions and the measures;

(b) Declaration on the absence of the optional grounds of exclusion as per section 124 GWB or on the remedial actions and the measures.

Wirtschaftliche und finanzielle Leistungsfähigkeit:

(1) Declaration on the average annual turnover for the last 3 financial years (last-but-4 financial year can be included in case of invitation to tender held within 6 months of end of last financial year),

(2) Declaration on the employees of the applicant or the member of the consortium as at 31.12.2016.

Mindeststandards:

For (1): At least 1 200 000 EUR (net) for the applicant or the consortium;

for (2): At least 10 employees for the applicant or the consortium.

Technische und berufliche Fähigkeiten:

Declaration on reference projects of the applicant or the member of the consortium in the technical field of ‘Environmental-Economic Accounting’. There are particular to provide the informations to the project title, the client, the period, the contract value in EUR and the Country.

Mindeststandards:

— At least 4 projects in the technical field of Environmental-Economic Accounting.

— At least 2 projects in the region Latin America and the Carribea.

— All reference projects must have been provided within the last 3 years with a minimum commission value of at least 100 000 EUR (net).
