The frame for the expected achievement through the Firm of consultants is the order for the program ‘Drought Resilience in Northern Kenya (DRP)’.

The objective of the program is: ‘County governments have improved the framework conditions to enhance drought resilience in consultation with other stakeholders.’.

In Kenya County governments face difficulties to enhance drought resilience in consultation with other relevant stakeholders. The objective of the TC measure “Drought Resilience in Northern Kenya (DRP)” is: “County governments have improved the framework conditions to enhance drought resilience in consultation with other stakeholders.”

The project focuses on Marsabit and Turkana Counties in northern Kenya. Field of action 1 strengthens the county governments’ capacities to implement policies and programs that contribute to enhancing drought resilience through improved knowledge sharing between the national government and other relevant stakeholders. Field of action 2 focuses on inclusive and holistic approaches to strengthen drought resilience. The relevant County authorities in Marsabit and Turkana will develop coordinated service systems in cooperation with NGOs, the private sector and grassroots organizations to strengthen drought resilience in selected agro-ecological areas. In field of action 3 the County governments and departments will be supported in knowledge-based planning, management and funding of measures for increased drought resilience. The Firm of Consultants is responsible for the implementation of the project/programme “Drought Resilience in Northern Kenya (DRP)” and their assignment will focus on all fields of actions. To achieve the objective, GIZ expects the Firm of Consultants to second one international and two national long-term experts (up to 18 month each) supported by a pool of international and national short-term experts. The Firm of consultants’ involvement will be steered by the GIZ expert responsible for the projects in Northern Kenya. The Firm of consultants is required to seek close cooperation with the other GIZ projects as well as development measures by other donors. Especially crucial is to feed in central lessons arising from the development and application of the approaches for field of action 2 as well as to improve planning methodologies and tools at county level with a focus on bottom-up, participative planning approaches.

Dauer: 18 Monate

Beschreibung der Optionen:

The contract can be awarded as a follow-up contract to the same extent in a negotiated procedure without competitive bidding with a term of up to 24 months.

The requirement therefore is that the core service and personnel concept have not changed, the past performance has been satisfying and the price adjustment clause of GIZ obtains.

According to Article 160, Section 3 of the German Act Against Restraint of Competition, application for re-examination is not permissible insofar as

1. the applicant has identified the claimed infringement of the contract award regulations before submitting the application for re-examination and has not submitted a complaint to the commissioning party within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,

2. complaints of infringements of contract award regulations that are evident in the notice are not submitted to the commissioning party at the latest by the expiry of the deadline for the application specified in the notice or by the deadline for the submission of bids,

3. complaints of infringements of contract award regulations that first become evident in the tender documents are not submitted to the commissioning party at the latest by the expiry of the deadline for application or for the submission of bids,

4. more than 15 calendar days have elapsed after receipt of the notification from the commissioning party that it is unwilling to redress the complaint.

Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
