This ‘Quality Surveillance Services — Surveillance during Subsea Cable Manufacture’ tender concerns the provision of qualified Quality Surveillance services on site at power core manufacturing facilities, fibre optic manufacturing facilities and cable lay-up facilities including but not limited to:
— Production monitoring;
— Reporting, daily, weekly and delivering a final report;
— Schedule management;
— Witness of testing and test report review;
— Reporting any HSE issues;
— Review and commenting on Manufacturer's documentation and procedures;
— Review of staff qualifications and competency;
— Quality Surveillance of product using Employer's tracking system to report any deficiencies with respect to compliance with the Cable Supply Contract. Quality Control of the product at the manufacturer site is of paramount importance.
The manufacturing and lay-up facilities are anticipated to be located within Europe. On occasion, travel further afield may also be required. Offshore inspections may also be required from time-to-time.

Wirtschaftliche und finanzielle Leistungsfähigkeit:

Your company must have taken out liability insurance that at the time of application is valid for at least 6 more months, with a minimum cover of 1 000 000 EUR per event or you must provide for such insurance in case of contract award.

Technische und berufliche Fähigkeiten:

To be able/allowed to carry out the required inspections, inspectors must:

— Be able to read and understand design drawings;

— Hold relevant certificates to enter European production facilities;

— Bring along necessary measurement equipment;

— Be fluent in English (verbally and in writing) and preferably other language(s) depending on the location;

— Have the relevant HSE certificates including working at height to carry out the Services if necessary;

— Bring own relevant Personal Protective Equipment and communication tools;

— Have at least 5 years' experience and a proven background in Subsea HV and MV cable manufacturing and testing procedures;

— Be able to provide experience with offshore wind projects;

— Have 2 years' experience in Quality Assurance and Control;

— Have proficiency in relevant IEC and CIGRE standards;

— Team members shall be Electrical Engineers or as a minimum hold a relevant trade qualification. At least 2 team members of the inspection team shall be a qualified electrical or power engineer.

In order to meet Vattenfall's requirements your organisation has quality inspectors meeting these requirements.
