The objective of the tender is to ‘support 10 selected municipalities in digitising data and producing base maps of the current land use as a basis for the elaboration of new land use / zoning maps in accordance with the new Law No 04/L-174 on Spatial Planning’. This is part of the the project ‘Strengthening Spatial Planning and Land Management in Kosovo’ (PN: 2016.2233.1) that the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in Kosovo will implement on behalf of the Bundesministeriums für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ).

The objective of the project is for Municipal and national institutions perform their spatial planning tasks better in Kosovo.
The project aims to support municipal and national institutions in performing their tasks in the field of spatial planning. This should reduce the continuing illegal settlement of agricultural land and counteract the fragmentation of land ownership and use structures. The project will contribute to development in rural areas by maintaining valuable agricultural land in Kosovo and increasing agricultural productivity. Here it will apply 2 connected approaches. Firstly, it will support the introduction of a legal framework that is necessary for effective land management. Secondly, it will build capacities within the municipal administrations in order to strengthen them in elaborating building plans and revising municipal development plans using the SPAK database. Wide-area zoning and regulation and/or restriction of land use are essential requirements for securing permanent increases in agricultural efficiency by consolidating plots of land.

Rechtliche, wirtschaftliche, finanzielle und technische Informationen
Bedingungen für die Teilnahme
Befähigung zur Berufsausübung:
(1) declaration on the Commercial Register, if the applicant or the member of the consortium is registered;
(2) declaration on the personal situation of the applicant or the member of the consortium, consisting of:
(a) declaration on the absence of the mandatory grounds of exclusion as per section 123 Act against Restraints of Competition (Competition Act — GWB) or on the remedial actions and the measures;
(b) declaration on the absence of the optional grounds of exclusion as per section 124 GWB or on the remedial actions and the measures.
Wirtschaftliche und finanzielle Leistungsfähigkeit:
(1) declaration on the average annual turnover for the last 3 financial years (last-but-4 financial year can be included in case of invitation to tender held within 6 months of end of last financial year),
(2) declaration on the employees of the applicant or the member of the consortium as at 31.12.2016.
Mindeststandards:
For (1): at least 500 000 EUR (net) for the applicant or the consortium;
for (2): at least 5 employees for the applicant or the consortium.
Technische und berufliche Fähigkeiten:
Declaration on reference projects of the applicant or the member of the consortium in the technical field of ‘Spatial Planning / LUP /Geodata Management’, in particular information on the project title, the client, the period, the contract value in EUR, the country, the region, technical experience, ODA financing and project description.

— At least 3 projects in the technical field of Spatial Planning / LUP /Geodata Management;
— At least 1 project in Kosovo;
— All reference projects must have been provided within the last 3 years with a minimum commission value of at least 100 000 EUR (net).

C. Experience of development projects (ODA-financed) (20 %).
