Respective NCs, responsible for the particular elaboration of the designs and drafting of the tender documents, will be contracted by the Regional Development Agencies (RDAs) in the Republic of Moldova. These national firms have to be supported, supervised and guided by the Consultants.

Bezeichnung des Loses: Water Supply and Sanitation (WSS)

Kurze Beschreibung:

The IC will support, supervise and guide the NCs during the elaboration of designs and the drafting of tender documents for the implementation of 9 WSS construction measures. Feasibility Studies (FS) for all WSS projects were completed in 2016 and revised in 2017 and will serve as a technical basis.

The service of support, supervision and guidance will be facilitated through 3 concise field visits for each construction measure to the respective design teams in Moldova. GIZ considers up to 25 days altogether for each construction measure.

The first visit will be conducted shortly after commencement of the NC assignments. The IC will act as supervisor to the NC and shall thus ensure the development of suitable, adequately founded concept designs; potentially existing faults have to be eliminated.

The second visits will be conducted as midterm reviews and will provide the possibility of guiding the project's development and make sure the design teams are still on the right track. Close supervision and guidance for the elaboration of specifications, drawings and BoQs will have to be conducted during these missions.

The third guiding visits will be conducted in order to finalize the tender documents for the particular construction measures. At the end of the assignment, a complete set of tender documents (ready to tender) shall be approved and available for each construction measure.

The ICs will work under the supervision of department G230 at GIZ and will report the level of elaboration of each construction measure after each field mission accordingly. The IC will confirm to G230 the availability of a completed set of tender documents for each construction measure under their responsibility. The internal approval for each measure will be awarded according to reports received from the IC.

The assignments do certainly have a significant capacity development component, but the main focus is on the development of quality tender documents.

Beschreibung der Optionen:

GIZ reserves the right to assign equivalent missions for up to three additional constructions measures to the original contractor of this tender in a negotiated procedure without prior publication. In this case, the additional services entrusted to the contractor will be in conformity with the services for the projects concerned by this tender.

The applicant/the consortium shall provide the following documents (separately for each lot if he/it applies for both lots):

1) a declaration that the applicant or the member of the consortium is registered in a commercial register;

2) a declaration on the personal situation of the applicant or the member(s) of the consortium, consisting of:

a) a declaration on the absence of the mandatory reasons for an exclusion as per section 123 of the German Act against Restraints of Competition (Competition Act — GWB) or on the remedial actions and the measures taken

b) a declaration on the absence of the optional reasons for an exclusion as per section 124 GWB or on the remedial actions and the measures taken.

Mindeststandards:

At least 230 000 EUR (net) for lot 1 and at least 180 000 EUR (net) for lot 2 for the applicant or the consortium.

Technische und berufliche Fähigkeiten:

(1) Declaration on reference projects of the applicant or the member of the consortium in the respective technical field (WSS for lot 1, EE for lot 2) including a brief description of content, works conducted, monetary volume of work, involved experts, client, period, etc.

(2) Declaration on the number of technical employees of the applicant or the member of the consortium as of 31.12.2016.

Mindeststandards:

For (1): At least 5 reference projects in the respective technical field (WSS or EE) and 1 reference project in the region of Eastern Europe. All reference projects must have been provided within the last 3 years with a minimum commission value of at least 100 000 EUR (net) each.

For (2): At least 2 technical employees for the applicant or the consortium.

(1) A request to participate or a bid is only possible using the required documents provided by the contracting authority. The documents must be completed in English. Formless applications will not be considered. The documents must be submitted together in triplicate, using the provided address labels, on time, signed and sealed.

(2) Consortia must already apply as such. The subsequent formation of a consortium is not possible. Consortia have to provide the required information for every member. They have to mark this information accordingly, designate a lead partner and authorise this member to represent the consortium and receive payments for all members in discharge of the liability for the contracting authority. A formal agreement to this effect must be signed by each member of the consortium and attached to the request to participate.
