GIZ provides technical cooperation to the Identification of Poor Households Programme (IDPoor) of the Cambodian Ministry of Planning (MOP). IDPoor is a targeting mechanism for the identification of poor households giving them access to various social services. Part of GIZ's support is to improve IDPoor's use of modern IT. The current IDPoor software infrastructure has been in use for over ten years and has reached its limits in terms of functional capacity, data security and scalability.

For IDPoor to carry out its operational processes efficiently and sustainably, the software infrastructure needs to be further improved and developed. The IDPoor Software System should (1) facilitate the collection of beneficiary data, (2) enter and store the beneficiary data in a national database, (3) allow data users to access data they need for targeting purposes and establish a data-sharing mechanism between the IDPoor database and data user's specific programmes, and (4) support data analysis for reporting and poverty analysis.

Deliverables

The support firm shall:

— Review the technical specifications laid out by the GIZ/MOP team and provide feedback on their understanding;

— Be responsible for the (technical) development and programming of the system components;

— Lead the technical and user interface/user experience (UI/UX) design process;

— Design, implement and deploy all software components;

— Support the preparation of a user acceptance test;

— Produce detailed documentation along the development process;

— Provide comprehensive trainings and on the job capacity enhancement to a team of selected MOP staff in the use of the software components and develop guides which MOP can use for training further staff and users;

— Support and maintain the system during a period of up to ten months following the handover.

Average annual turnover for the last 3 financial years (last-but-four financial year can be included in case of invitation to tender held within 6 months of end of last financial year). At least: 500 000 EUR.

Number of employees as at 31.12. of the previous year: At least: 3 persons.

Technische und berufliche Fähigkeiten:

At least 2 reference projects in the technical field database systems or web-based software with external data exchange interfaces and at least 0 reference project in the region South-Eastern Asia in the last three years. The technical assessment is only based on reference projects with a minimum commission value of 50 000 EUR.

According to Article 160, Section 3 of the German Act Against Restraint of Competition, application for re-examination is not permissible insofar as:

1. The applicant has identified the claimed infringement of the contract award regulations before submitting the application for re-examination and has not submitted a complaint to the commissioning party within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;

2. Complaints of infringements of contract award regulations that are evident in the notice are not submitted to the commissioning party at the latest by the expiry of the deadline for the application specified in the notice or by the deadline for the submission of bids;

3. Complaints of infringements of contract award regulations that 1st become evident in the tender documents are not submitted to the commissioning party at the latest by the expiry of the deadline for application or for the submission of bids;

4. More than 15 calendar days have elapsed after receipt of the notification from the commissioning party that it is unwilling to redress the complaint.

Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
