Formless applications will not be considered. The documents must be submitted together in triplicate, on time and locked. (2) Consortia must already apply as consortia. The subsequent formation of a consortium is not possible. Consortia have to provide the required information for every member. They have to mark this information accordingly, designate a lead partner and authorise this member to represent the consortium and receive payments for all members in discharge of the liability for the contracting authority. A formal agreement to this effect must be signed by each member of the consortium and attached to the request to participate. Umfang der Beschaffung
Kurze Beschreibung:
On behalf of the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) GIZ implements the project TRANSfer ‘Facilitating the development of ambitious transport mitigation actions’. The TRANSfer project works in close coordination with other GIZ projects in the context of sustainable low-carbon transport and assumes an umbrella function for BMUB and its NAMA Facility funded transport and climate change projects. These projects are commissioned by different ministries and donors and in some cases implemented jointly with other implementing partners.

TRANSfer's objective is to increase the efforts of developing countries and emerging economies to foster climate-friendly transport with international support. TRANSfer facilitates the development mitigations measures by establishing multi-donor initiatives and toolkits that allow for economies of scale. New measures will be developed in at least 5 countries (including the Philippines and Thailand). International learning processes will foster an increase of the ambition level.

The support by the consulting firm contributes to the achievement of the project outputs as well as the aforementioned support to further GIZ projects as part of the project's umbrella function. The focus of this tender is on urban transport, in particular regarding the following areas: National Urban Mobility Policies / Programmes (NUMPs), Improving Urban Transport Systems, Fuels and Vehicle Technology and Financing.

The consulting firm is invited to offer different short term-expert pools to support the project team and its counterparts though technical assistance in the home country and the countries of assignment.
Dauer: 38 Monate
Beschreibung der Verlängerungen:
Within the framework of the basic project described in the terms of reference (ToR), GIZ reserves the right to award contracts for additional services of this type up to the amount of 1 000 000 EUR to the successful company in this procedure by means of a negotiated procedure without a prior call for competition, or to enter into a follow-on contract pursuant to the criteria listed in the ToR.

Rechtliche, wirtschaftliche, finanzielle und technische Informationen
Bedingungen für die Teilnahme
Befähigung zur Berufsausübung:
(1) Declaration on the Commercial Register, if the applicant or the member of the consortium is registered;
(2) Declaration on the personal situation of the applicant or the member of the consortium, consisting of:
(a) Declaration on the absence of the mandatory grounds of exclusion as per section 123 Act against Restraints of Competition (Competition Act — GWB) or on the remedial actions and the measures;
(b) Declaration on the absence of the optional grounds of exclusion as per section 124 GWB or on the remedialactions and the measures.
Wirtschaftliche und finanzielle Leistungsfähigkeit:
(1) Declaration on the average annual turnover for the last 3 financial years (last-but-4 financial year can be included in case of invitation to tender held within 6 months of end of last financial year),
(2) Declaration on the employees of the applicant or the member of the consortium as at 31.12.2016.
Mindeststandards:
For (1): At least 1 000 000 EUR (net) for the applicant or the consortium;
for (2): At least 10 employees for the applicant or the consortium.
Technische und berufliche Fähigkeiten:
Declaration on reference projects of the applicant or the member of the consortium in the technical field of ‘reducing greenhouse gas emissions of urban transport’, in particular information on the project title, the client, the period, the contract value in EUR, the country, the region, technical experience, ODA financing and project description.

Mindeststandards:
— At least 5 projects in the technical field ‘reducing greenhouse gas emissions of urban transport’,
— At least 5 projects with ref. to developing countries and/or emerging economies,
— All reference projects must have been provided within the last 3 years with a minimum commission value of at least 50 000 EUR (net).

2. regional experience in South-Eastern Asia; in Latin America; in Northern Africa; in Europe (28 %);
3. experience of development projects (ODA-financed) (12 %).
