The German Government, through GIZ, supports the Namibian Government and the Namibia Training Authority (NTA) to strengthen the TVET system in Namibia through strengthening structures and institutions to perform their roles. The projects “Promotion of Vocational Education and Training (ProVET) in Namibia” forms the framework for the consultancy work. The consultants are responsible for the implementation of activities in one field of activity relating to Training Provider support to strengthen the capacities of selected public and private training providers to implement training courses that are geared towards the labour market (objective), training of trainers, organisational development and M&E.

Namibia’s economy and society are shaped by wide disparities and economic instability. Overall unemployment increased from 20% in 2015 to 28% in 2016. Overall youth unemployment stood at 43% in 2016. Namibia is a middle-income country and is still characterised by high levels of income inequality. The poverty rate stands at 29 % on a nationwide average and peaks at 40-50% per district in less economically developed regions. The Namibian Government is increasingly recognising the problem of growing youth unemployment. Inadequate vocational education and training (VET) for young people is mentioned as a key reason for this situation. Visible progress has been made in establishing a modern TVET system over the past few years. However, existing training capacity is still inadequate to meet the private sector’s need for skilled workers in the priority sectors of Namibia’s economy and to satisfy growing social demand for TVET. Despite making progress, Namibia’s TVET system is still not adequately geared towards the needs of the labour market.

The module objective is as follows: The Namibian TVET system is increasingly geared towards the needs of the labour market. Interventions cover the entirety of Namibia. The project is arranged into 3 fields of activity to achieve the module objective. In the implementation of the project “Promotion of Vocational Education and Training in Namibia”, the consultants will offer support in the first field of activity:

1) The first field of activity will strengthen the capacities of selected public and private TVET providers to hold training courses geared to the needs of the labour market. This field of activity continues the work of the predecessor project in this area. Prioritised sectors of the economy, such as agriculture, transport, water, plumbing and air-conditioning technology, as well as training in manufacturing industries remain the focus.

2) The second field of activity provides public stakeholders with advice on improving core elements of the Namibian TVET system with regards to the strategic plan drawn up by the Namibia Training Authority (NTA) and overarching national strategies. This work is centred around 3 highly relevant topics for NTA: (1) Creating a system for training geared towards the labour market for TVET trainers; (2) Improving processes to identify and develop qualifications; and (3) Main-streaming entrepreneurship in TVET.

3) The third field of activity is promoting the establishment of a training hub made up of three existing vocational training centres (VTCs) in northern Namibia since July 2016 within the parameters of EU combined financing. The objective is to create the core elements of modern training structures and capacity with the aim of improving access to and the quality of TVET in a pilot initiative in a densely populated region affected by high youth unemployment and poverty.

When providing the tendered services, the consultants must cooperate closely with the existing programme structures and the GIZ Programme Manager, who is responsible for the German contribution to BMZ. The GIZ ProVET Programme Office is located in Windhoek, Namibia and has staff in the North of the country.

Beschreibung der Verlängerungen:

Within the framework of the basic project described in the TOR, GIZ reserves the right to award contracts for additional services of this type up to 2 200 000,00 EUR. incl. further procurement to the successful company in this procedure by means of a negotiated procedure without a prior call for competition, or to enter into a follow-on contract pursuant to the criteria listed in the TOR.
