Beschreibung der Beschaffung
The present assignment is part of the cooperation between GIZ and the Ecowas Centre for Renewable Energy and Energy Efficiency (ECREEE) in the framework of the regional programme “Promotion of a Climate-Friendly Electricity Market in the Ecowas Region (ProCEM)”, which is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and supports ECREEE as well as the West African Power Pool (WAPP) and the ECOWAS Regional Electricity Regulatory Authority (ERERA). At the same time, it is part of the project “Improving the governance of the RE and EE sector in West Africa’ (known by its French acronym AGoSEREE-AO), which encompasses the ECREEE-related activities of ProCEM as well as a number of EU-funded activities under the programme ‘Improvement of the Governance of the Energy Sector in West Africa”.
The ECREEE-GIZ cooperation under ProCEM and AGoSEREE in the period 2018-2020 is a continuation of some of the activities of the BMZ-funded project “Promotion of a Climate-Friendly Interconnected Power System in West Africa” but includes also a number of new elements. The main objectives of the ECREEE-GIZ cooperation are to:
— create an enabling environment for grid-connected and off-grid RE,
— support the development of grid-connected RE projects,
— document and disseminate the experiences with RE projects in the region,
— develop regional RE standards and promote their adoption on the national level,
— develop regional EE standards and promote their adoption on the national level,
— establish a regional certification scheme for solar PV skills, and
— promote regional RE corridors for solar energy, hydropower and wind energy.
The present assignment will cover the support to public and private stakeholders for the development of grid-connected RE projects in the Ecowas region as well as country-specific technical assistance (TA) for improving the enabling environment for grid-connected RE in selected member states in the period 06/2018 to 12/2020. For the support to RE project development, the consulting firm (CF) is expected to provide a pool of international and national short-term experts (STE) that ECREEE and GIZ can draw on to respond to TA requests from public and private project developers within a fairly short time span. The team leader serves as the first point of contact for ECREEE and GIZ and will coordinate the provision of the other STE. The STE provided by the CF are required to have experience with the legal, technical and financial aspects of grid-connected RE projects (incl. RE IPP) as well as with the provision of TA and capacity development services for improving the enabling environment for grid-connected RE to public and private stakeholders in Africa. They should have proven work experience in developing countries incl. in West Africa. Some of them should be fluent in French.
