Beschreibung der Beschaffung
The present assignment is part of the cooperation between the Secretariat of the West African Power Pool (WAPP) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in the framework of the regional energy programme ‘Promotion of a Climate-Friendly Electricity Market in the ECOWAS Region (ProCEM)’. The programme is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and has a duration of three years (01/2018 – 12/2020). Besides the WAPP-Secretariat, the programme supports the Ecowas Centre of Renewable Energy and Energy Efficiency (Ecreee) as well as the ECOWAS Regional Electricity Regulatory Authority (Erera). At the same time, it is part of the project ‘Improving the governance of the Renewable Energies and Energy Efficiency sector in West Africa’ (known by its French acronym AGoSEREE-AO), which encompasses the Ecreee-related activities of ProCEM as well as a number of EU-funded activities under the programme ‘Improvement of the Governance of the Energy Sector in West Africa’.
The cooperation between the Secretariat of WAPP and GIZ on the reduction of distribution losses within the programme ProCEM is a continuation of the implementation of some activities of the BMZ-funded project ‘Promotion of a Climate-Friendly Interconnected Power System in West Africa” (11/2013 to 12/2017), which also included an activity area on the reduction of technical and commercial distribution losses in the networks of the WAPP member utilities.
The main objectives of the cooperation between the WAPP-Secretariat and GIZ focus on:
— improving key conditions for the functionality of the regional electricity market in the ECOWAS region,
— strengthening the technical and managerial competencies of the key actors of the cross border electricity trade to operate the regional electricity market,
— creating and operationalizing network of regional training centres (e.g. harmonised training offer, improvement of teaching quality, development of business models, mutual learning) to improve the performance of the electricity utilities in the long-term,
— providing the responsible actors in the ECOWAS region with regional approaches to improve energy efficiency in the distribution grid.
The present assignment shall provide technical assistance to WAPP-Secretariat and its member utilities in the area of the reduction of technical and commercial distribution losses. The duration of the assignment is foreseen from September 2018 to August 2020.
The consulting firm (CF) is expected to provide a pool of international short-term experts (STE) to execute the contract. The pool should include
— a power system planning expert with experience in power system design and planning including demand forecast, sub-transmission and distribution development planning, economic and financial analysis, energy efficiency and customer service standards. This person will also serve as the first point of contact for the WAPP-Secretariat and GIZ and will coordinate the provision of the other STE (88 Working Days (WD)),
— an economist/financial expert with experience in power system financial management and planning, economic and financial analyses of energy sector investment projects and energy policy issues (77 WD),
— a technical training expert with experience in the energy sector and in power system design and planning as well as in developing and conducting training and capacity building activities for technicians, engineers and decision-makers in the area of reduction of distribution losses (55 WD).
The contract will also include a pool of national/regional STE (110 WD).
The international STE provided by the CF are required to have proven work experience in developing countries incl. in West Africa. Furthermore, they need to be fluent in French and English.
