Cities produce more than 75 % of the global greenhouse gas emissions and are thus critical for the achievement of the goals set in the Paris Agreement on climate change and the Sustainable Development Goals. Urbanization and the unprecedented growth of urban areas, especially in emerging economies and developing countries, requires increased investments in low-carbon and climate resilient infrastructure. Yet, cities face significant barriers to prepare bankable projects, secure finance and implement such projects. FELICITY, Financing Energy for Low-Carbon Investment – Cities Advisory Facility, a joint Initiative by GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH) and the European Investment Bank (EIB), addresses these challenges by aiming at closing the gap between urban development planning and infrastructure project financing. The initiative will provide tailored support to financial intermediaries and city administrations with a view to turn their low-carbon infrastructure projects bankable for EIB lending and to enhance their access to the benefits of international climate finance. The achieved lessons learned will potentially contribute to policy advice at the national level to improve the framework conditions for climate relevant investments. FELICITY is a global initiative financed by the Federal German Ministry of Environment under the international climate initiative (IKI) and envisages to start its activities in Brazil, Mexico and China. FELICITY primarily supports the capacities of cities and communities to prepare and implement projects. The support is directly linked with the intended financing by the EIB. This approach enables the partner organization systematically build knowledge and experience on international climate financing in the urban infrastructure sector. Furthermore, the selected pilot projects will serve as best-practice examples based on best available technologies and process innovation, which enables a demonstration effect.

According to Article 160, Section 3 of the German Act Against Restraint of Competition, application for re- examination is not permissible insofar as:
1) the applicant has identified the claimed infringement of the contract award regulations before submitting the application for re-examination and has not submitted a complaint to the commissioning party within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;
2) complaints of infringements of contract award regulations that are evident in the notice are not submitted to the commissioning party at the latest by the expiry of the deadline for the application specified in the notice or by the deadline for the submission of bids;
3) complaints of infringements of contract award regulations that 1 become evident in the tender documents are not submitted to the commissioning party at the latest by the expiry of the deadline for application or for the submission of bids;
4) more than 15 calendar days have elapsed after receipt of the notification from the commissioning party that it is unwilling to redress the complaint
