GIZ is seeking consultancy services within the project “Improving climate resilience of Caribbean island and coastal states through systemic resource management on land and at sea” (CATS II).
The Small Island Developing States (SIDS) in the Caribbean and their populations are in a state of increased vulnerability to the impacts of climate change. The region faces very specific and unique challenges in sustainably and reliably supplying people with safe drinking water. Though precipitation and subsequently water resources are sufficiently available, the impoundment and distribution of water is inadequate and insufficient. This leads to limited quantity and quality of drinking water. Institutional capacities in water resources management in general and the water supply sector in particular, as well as capacities in terms of all kinds of water loss reduction measures, are limited. The high management and infrastructural risks and vulnerabilities lead to the fact that after only short periods without rainfall, water shortages occur. The potential for improving reliable and safe drinking water supply in the Caribbean is thus very high.
The requested consultancy supports WASCO in Saint Lucia and, where applicable, representatives of sister organisations in other CARICOM countries in improving institutional and organisational aspects of the utility.
The objective of this assignment is:
(i) the support of WASCO in St Lucia and her staff on-the-job in improving its institutional and organisational structures and capacities.
Further, a key objective is:
(ii) to improve the human resources’ capacities across departments within WASCO and
(iii) to efficiently and effectively address major challenges posed by the inadequate operation of the water supply infrastructure.
Therefore, the services of 4 key experts (Institutional Strengthening, Network Management, Hydraulic Modelling, GIS and Asset Management) as well as a pool of short term experts with overall 410 expert days is requested. The country of assignment will be Saint Lucia, though experts will not be based full time in Saint Lucia but frequently travel on a mission basis.

In accordance with § 160 (3) Act against Restraints of Competition (German: GWB) the application for review submitted to the public procurement tribunal (German: Vergabekammer) is inadmissible if:
1) The applicant became aware of the alleged violation of public procurement provisions before submitting the application for review, but did not complain to the contracting entity within 10 calendar days;
2) Violations of public procurement provisions which become apparent from the tender notice are not notified to the contracting entity by the end of the period for the application or submission of a tender specified in the notice;
3) Violations of public procurement provisions which only become apparent from the award documents are not notified to the contracting entity by the end of the period for the application or the submission of a tender specified in the notice;
4) More than 15 calendar days have expired since receipt of notification from the contracting entity that it is unwilling to redress the complaint.
Sentence 1 shall not apply to an application under § 135(1) No. 2 to have the award contract declared ineffective. § 134 (1) sentence 2 shall remain unaffected.
