Formless applications will not be considered. The documents must be submitted together in triplicate, on time and locked. (2) Consortia must already apply as consortia. The subsequent formation of a consortium is not possible. Consortia have to provide the required information for every member. They have to mark this information accordingly, designate a lead partner and authorise this member to represent the consortium and receive payments for all members in discharge of the liability for the Contracting Authority. Umfang der Beschaffung
Kurze Beschreibung:
The German government considers carbon markets as an important instrument within the international climate architecture. Emission trading allows emission reductions to take place where they are least expensive which helps making mitigation less costly overall. Carbon markets can therefore contribute to governments committing to more ambitious climate goals and the private sector making more climate-friendly investments. In 2008, the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) started the CDM/JI Initiative to strengthen its collaboration with emerging and developing countries in the field of carbon markets and to foster the involvement of German businesses in carbon reduction activities worldwide. As part of this initiative, BMUB has commissioned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH to implement the project “Global Carbon Market”, hosting Carbon Market Units in Chile, Tunisia, India, and Uganda as well as in Germany.

The objective of this long-term international cooperation project is for public and private decision makers to have the capacity to use existing and new carbon market instruments for the implementation of nationally adapted climate activities. Further, the Carbon Market Units facilitate market access for German businesses, technology providers and project developers.

The scope of the requested services is divided into 3 different categories: advisory services, knowledge product development and presentation of results.
a) Advisory services which shall be delivered in the form of policy briefs, short technical papers, in-depth studies and detailed technical analyses;
b) Knowledge product development which shall be delivered in the form of visually appealing power point presentations and articles with concise narratives and clearly formulated key messages;
c) Presentation and dissemination of respective results of the advisory services and knowledge products at selected events, conferences and forums (for example as speaker or panellist)..
The thematic fields of this Carbon Markets and New Market Mechanisms assignment can include:
— Carbon Pricing,
— (Linking of) Emission Trading Systems,
— Paris Agreement, in particular §6,
— Nationally Determined Contributions,
— Clean Development Mechanism,
— Joint Implementation,
— Programme of Activities,
— Standardised Baselines,
— Monitoring, Reporting and Verification,
— Environmental Integrity and Accounting,
— Results-based Finance,
— Climate Finance, including the Green Climate Fund,
— Sustainability evaluation.
GIZ will determine the specific thematic fields which shall be covered by the Consultant in a flexible manner during the term of this assignment.
Dauer: 34 Monate

Rechtliche, wirtschaftliche, finanzielle und technische Informationen
Bedingungen für die Teilnahme
Befähigung zur Berufsausübung:
(1) Declaration on the Commercial Register, if the applicant or the member of the consortium is registered;
(2) Declaration on the personal situation of the applicant or the member of the consortium, consisting of:
(a) Declaration on the absence of the mandatory grounds of exclusion as per Section 123 Act against Restraints of Competition (Competition Act — GWB) or on the remedial actions and the measures;
(b) Declaration on the absence of the optional grounds of exclusion as per Section 124 GWB or on the remedial actions and the measures.
Wirtschaftliche und finanzielle Leistungsfähigkeit:
(1) Declaration on the average annual turnover for the last 3 financial years (last-but-4 financial year can be included in case of invitation to tender held within 6 months of end of last financial year).
(2) Declaration on the employees of the applicant or the member of the consortium as at 31.12.2017.
Mindeststandards:
For (1): At least 1 000 000 EUR (net) for the applicant or the consortium.
For (2): At least 13 employees for the applicant or the consortium.
Technische und berufliche Fähigkeiten:
Declaration on comparable reference projects of the applicant or the member of the consortium, in particular information on the project title, the client, the period, the contract value in EUR, the country, the region, technical experience, ODA financing and project description.

Mindeststandards:
— At least 10 reference projects in the technical field of "Carbon Markets, Emission Trading, Flexible Mechanisms of the Kyoto protocol, §6 of the Paris Agreement, MRV",
— All reference projects must have been provided within the last 3 years with a minimum commission value of at least 100 000 EUR (net).
