The tender concerns the implementation of P.E.D.’s 3rd focus area, “Energy Efficiency”.
It aims at the improvement of information and offers of services for public and private stakeholders, which highlight the economic potential of energy efficiency. This output will be measured by the 2 following indicators:
1) There are 10 cases where 50 % of the individual economic and profitable measures recommended by standard audits have been implemented (e.g. in retail or public entities):
— baseline: 0,
— target: 50 % of the recommendations of 10 standardized audits are implemented,
— source of verification: documentation on the implemented EE measures and the corresponding audits where these recommendations were made. Documentation on the methods used for the audits for specific areas of application (the approval procedure for energy auditors is accepted by the energy savings and energy management agency AEME).
2) 4 innovative measures to increase EE identified at ideas’ competitions have been implemented (e.g. marketing concepts, information platform):

— source of verification: assessment protocol of an independent jury. Evaluation reports on the measures implemented.
According to the Senegalese energy efficiency strategy towards 2030, “Stratégie de la Maîtrise de l’Énergie du Sénégal” (SMES), an increase of energy efficiency on the demand side has a significant potential to contribute to the energy-related macro-economic challenges in Senegal, with positive impacts on the overall energy needs, energy costs for end users, climate mitigation effects as well as job creation. However, this potential is hardly exploited. Positive examples of systematic subsector energy efficiency scenarios, which include target oriented incentives are lacking. The capacity of the energy efficiency office AEME, as the responsible state institution, to develop, initiate and carry out such scenarios needs to be improved (core problem).
Generally speaking, a multi-level approach is required to enable a market transformation process, away from cheap products with high energy consumption towards higher-quality energy-saving products and services. The target groups are the public sector, private consumers, and commercial and industrial energy users. The approach foreseen is rather price oriented, aiming at a quality based competition for selected cross-sectorial technologies. It will also encourage the replacement of energy-intensive technologies by energy efficient ones with sometimes higher upfront investment costs but lower energy-intensity, lower life-cycle costs and often new quality aspects.
Priority segments will be identified with the programme’s main cooperation partners (AEME, the national electricity company SENELEC and the Office for business upgrade (BMN) (micro-level), based on existing preliminary studies. They will enable replicable successes. Group of products (e.g. lamps, refrigerators, air-conditioning, etc.) and sectors (households, private and/or public office buildings, workshops, production facilities, etc.) will be addressed by specific applications. Advice will be provided to AEME on activities carried out for information purposes, awareness raising and pilot projects addressing users and providers. The project will select specific companies or institutions for pilot installations showcasing EE technologies and demonstrating their economic attractiveness for investors and financing institutions. Accompanying measures will also be developed by the MPE and AEME, such as regulatory initiatives, voluntary labelling which document energy consumption standards. Regulatory processes will be pursued in line with the longer term processes of the Economic Community of West African States, ECOWAS.
