Beschreibung der Beschaffung
Tunisia’s economic growth has slowed considerably after the revolution: annual GDP growth in 2016 was 1.5 % (compared to 3.9 % in 2012). High youth unemployment with rates between 24 % and 47 % (depending on the region) is a major challenge and concern for the Tunisian government. Whereas unemployment among male higher education graduates was at 19.2 % in 2017, the unemployment rate for female graduates was 41 % in 2017. Economic development and diversification are especially weak in the country’s interior regions. Social protest and demonstrations against the lack of economic and employment opportunities are common. One major reason for the lack of employment opportunities includes the low competitiveness of firms, which is partially due to the low absorption of new technologies. Moreover, graduates often lack the adequate competences (including soft-skills) required by the private sector, thus contributing to high youth unemployment.
The project aims at strengthening enterprises’ economic performance in selected sectors. The sectors addressed by the project include e.g. values chains and sectors such as dates, olive oil, plaster stone, marble, ICT. The implementation of the project is carried out in the following four fields of action:
1) Improving the conditions for the promotion of selected economic sectors;
2) Improving company’s access to demand-oriented business services;
3) Selected higher education and research institutions offer private sector and demand-oriented support services for strengthening employability and technology transfer; and
4) Strengthening of capacities of the ICT sector. The project reaches 14 of the 24 provinces: Tunis, Tozeur, Kebili, Tataouine, Kef, Jendouba, Beja, Siliana, Kasserine, Sousse, Monastir, Mahdia, Bizerte und Sfax
The tender concerns the implementation of the entire component (3), i.e. selected higher education and research institutions offer private sector and demand-oriented support services for strengthening employability and technology transfer.
The tender addresses four key intervention areas:
1) Employment orientation of students and graduates: improving the support and advice for students and former graduates of higher education institutions. For this purpose, Career Centres at selected higher education institutions will be strengthened that aim at advising students and graduates and facilitating their labour market insertions. Support services (coaching, trainings) will be developed and implemented in line with private sector needs.
2) Strengthening of innovation via technology transfer: strengthening company’s competitiveness via the introduction of new technologies/innovation. The project aims at promoting technology transfers between companies and higher education/research institutions.
3) Development and animation of a digital information platform (based on existing models and structures) to provide information on the services offered by Career Centres and on technology transfer cooperation. The platform will also be used to showcase best-practices and success stories.
4) Organisation of yearly multi-stakeholder dialogues of selected higher education institutions on employability and security issues.
